"Two in a box" is a management technique in which two entities are jointly responsible for management of an operation. Companies such as Intel and Dell have used the technique successfully where there was a mature management, mutual trust and good communication between managers. However, organizational experts generally disfavor the technique for a variety of reasons, including slowness in decision-making and lack of accountability.Yet, since 1950, a form of "two in the box" management has plagued Lake Merced as a result of an unfortunate decision made to delegate to the city's Recreation and Park Department vague authority over "park and recreational purposes" while the San Francisco Public Utilities Commission remained the legal owner and ultimately called the shots. It hasn't worked at Lake Merced.That became painfully apparent during the water level crisis of the 1980s when neither agency took charge as the water levels dropped. It was left to CalTrout and other organizations to solve that problem.Then, when the fishing concessionaire pulled out in 1999, Rec & Park staff assured The Chronicle's Tom Stienstra that they were scrambling to find a replacement. Twelve years later, apparently they are still scrambling.Late last year Rec & Park made a half-hearted and futile effort to find someone to spend millions of dollars to fix up the boathouse building and run it as a destination restaurant. No one responded. Meanwhile, a couple of months ago, the SFPUC announced it is going to spend $940,000 making some cosmetic improvements to the building, but that after that money is spent the building will not be fit for use.In January 2007, the San Francisco Board of Supervisors passed a resolution asking the two agencies to work together to revise the 1950 delegation of authority. According to a $588,434 consultants' report about the Lake Merced watershed, paid for by SFPUC with ratepayer funds, the intent of the board's resolution was to transfer primary management responsibility back to the SFPUC. The board asked for a progress report in 90 days. It didn't get one. Instead, in July of this year (about 1,180 days late), the agencies released a five-page draft document that essentially left the two-headed monster intact. The fact that it took them close to four years to produce the five-page document is probably a pretty good reflection of the degree of mutual trust and effective communication between the two agencies.Delegating limited responsibilities to Rec & Park was a unilateral act by the SFPUC. It can therefore be changed by another simple unilateral act. SFPUC should immediately adopt a resolution rescinding the ill-advised 1950 delegation of authority to Rec & Park. Then SFPUC should take aggressive action, following a comprehensive plan laid out in its $588,434 consultants' report, to make Lake Merced once again a place that citizens can enjoy and take pride in.Jerry Cadagan co-founded the Committee to Save Lake Merced in 1993 sunglasses.
