    <title>Pass the Salt-Police </title>

Much of our food contains – dare I say it: salt.<span>  </span>It’s part of who we are, have been, and will be.<span>  </span>The unique blend of salt and a variety of flavors in every Puerto Rican meal is to be savored and enjoyed.<span>  </span></p>    <p class="MsoNormal">It’s hard to understand how any Puerto Rican would consider making a law to cast our food aside and recommend ways to punish restaurants that prepare and serve Puerto Rican dishes.</p> <br class="clear" /><br class="clear" />    ]]></summary>

Much of our food contains – dare I say it: salt.<span>  </span>It’s part of who we are, have been, and will be.<span>  </span>The unique blend of salt and a variety of flavors in every Puerto Rican meal is to be savored and enjoyed.<span>  </span></p>    <p class="MsoNormal">It’s hard to understand how any Puerto Rican would consider making a law to cast our food aside and recommend ways to punish restaurants that prepare and serve Puerto Rican dishes.</p> <!--break-->   <p class="MsoNormal">A recently-introduced piece of legislation by Assemblyman Felix Ortiz would prohibit the use of salt in the preparation of restaurant food:<span>  </span>“No owner or operator of a restaurant in this state shall use salt in any form in the preparation of any food for consumption by customers of such restaurant, including food prepared to be consumed on the premises of such restaurant or off of such premises.”<span>  </span></p>    <p class="MsoNormal">The penalty for breaking this ‘law’ includes fines of up to $1,000 for each individual addition of salt by restaurant staff, whether before, during or after cooking.</p>    <p class="MsoNormal">Should restaurants owners in New York City be fined $1,000.00 per plate for serving <strong><em>sofrito </em></strong>or <strong><em>habichuelas</em></strong>?<span>  </span>Should they actually be fined for using Adobo or Sazon to season meals?<span>  </span></p>    <p class="MsoNormal">The Center for Consumer Freedom, <em><span style="font-style: normal">a nonprofit coalition supported by restaurants, food companies, and consumers that works together to promote personal responsibility and protect consumer choices had this reaction to Assemblyman Ortiz’s bill:</span></em> “Forcing a restaurant to stop using salt is the equivalent of telling a carpenter to stop using nails or a barber to not use scissors.” </p>    <p class="MsoNormal">Exactly.</p>    <p class="MsoNormal">Assemblyman Ortiz, we have a budget to pass and some very difficult work to do in Albany.<span>  </span>This does not include making legislation to eliminate salt or sending the salt police out to fine restaurant owners. A legislator’s job does not include designing ways to penalize hard working New Yorkers who prepare meals for families and individuals to enjoy.</p>    <p class="MsoNormal">I suggest that Assemblyman Ortiz check his birth certificate and then join me for a bowl of <strong><em>asopao de pollo</em></strong> with a side order of <strong><em>tostones</em></strong>.<span>  </span>Then he should lay this plan aside along with any plans he has to join the salt police for photo-ops when any salt ban goes into effect.</p>    <p class="MsoNormal">If not, Bobby Flay may just have to step up to challenge Assemblyman Felix Ortiz to a Throw Down.<span>  </span>The Assemblyman can make his <em><strong>arroz con gandules</strong><strong><strong><span style="font-size: 10pt; font-family: Arial; color: white"> </span></strong></strong><strong>“sin sal”</strong></em> and Bobby Flay can use any traditional Puerto Rican recipe that has brought families and friends together for generations.</p>  <p class="MsoNormal"><!--[if !supportEmptyParas]--><em><strong>Senator Reverend Ruben Diaz is the Chair of the New York State Senate Puerto Rican/Latino Caucus</strong></em><!--[endif]--></p>  <br class="clear" />    ]]></content>

    <title>There Are Alternatives to Education Cuts</title>

    <summary type="html"><![CDATA[<p>It deeply offends me that our Democratic Governor, David Paterson continues to ignore sound alternatives addressing New York State’s deficits.  Instead, his proposed budget cuts slash $686 million from public education.</p><p>His cuts include $223 million from New York City’s schools. Fifty-one percent of the cuts target high poverty school districts and will impact the most vulnerable and neediest students.  <br />At this point, mid-year cuts would lead to larger class sizes, fewer arts programs and eliminate important services and education programs.  </p><p>These cuts would disproportionately hurt Black and Hispanic students.  It would deprive them of class materials and many other education resources.  Among Black and Hispanic students, the drop-out rate continues to grow.  Patterson’s cuts will make matters worse. </p><br class="clear" /><br class="clear" />    ]]></summary>

Fifty-one percent of the cuts target high poverty school districts and will impact the most vulnerable and neediest students.  <br />At this point, mid-year cuts would lead to larger class sizes, fewer arts programs and eliminate important services and education programs.  </p><p>These cuts would disproportionately hurt Black and Hispanic students.  It would deprive them of class materials and many other education resources.  Among Black and Hispanic students, the drop-out rate continues to grow.  Patterson’s cuts will make matters worse. </p><p>Patterson proposes cutting millions of dollars from transitional bilingual and dual language student programs.  These cuts would make it more difficult for bilingual students to assimilate into the culture and foster achievement gaps with traditional students.</p><p>We should not ignore the current fiscal crisis facing New York.  However, Black and Hispanic students cannot disproportionately bear the burden of the crisis.  The Governor must stop trying to balance the budget on their backs and must weigh fiscally sound alternatives that I proposed.</p><p>For example my prescription drug bill, allowing us to purchase prescription drugs at much lower prices from Canadian pharmaceutical companies, would save the State millions of dollars.  I also sponsored a bill that would vastly improve the State’s efficiency in collecting state sales taxes from credit companies.  We can also tap into the state’s “Rainy Day” fund.  </p><p>These alternatives are more preferable than cutting school budgets.</p><p>The State’s highest court determined that New York has failed its constitutional obligation to provide Black and Hispanic children with a “sound basic education.”  As a result, in 2007, the legislature approved landmark reforms that shifted more state funding to high poverty school districts. The Governor’s proposed budget would be a major obstacle to the legislation.</p><p>Quality education strengthens our families, communities, and economy.  It is essential to economic recovery and path out of poverty.  Therefore, I will block any proposal by the Governor will cut education funds.  Black and Hispanic children should not pay the price for the current financial downturn.  </p><br class="clear" />    ]]></content>

	font-size:10.0pt; 	font-family:"Times New Roman";} </style> <![endif]-->  <p style="text-align: justify" class="MsoNormal">Today’s <em>Daily News</em> editorial: “Make a stand, Malcolm” shows the desire and desperation of this City’s editorial boards to be the ones that run, control and shape the political factors in this State without even being elected to do so.</p>      <p style="text-align: justify" class="MsoNormal">I believe that, yes, Senator Malcolm Smith should make a stand.<span>  </span>He should send a message to the editorial boards that he is not one of those elected officials who make their decisions and run their lives based upon the whims of editorial boards that have, for years, never shown their concern for minority communities, and that their only concern is about the well-being of the rich. </p>    <p style="text-align: justify" class="MsoNormal">These editorial boards have never missed an opportunity to attack and criticize Black and Hispanic elected officials for doing the same things that others have been doing for ages.<span>  </span>The editorial boards have gone out of their way to criticize what they call minority political dynasties, such as the Diazes, Riveras, Espadas, Serranos and Arroyos.<span>  </span>Never before our political success did we see them similarly criticize the Cuomos, Molinaris, Bushs, Roosevelts, Wagners, Addabbos, Hevesis, Kennedys, Vallones, Fossellas and many, many others who, for a long time, have been practicing exactly what we have learned from them. </p>  <p style="text-align: justify" class="MsoNormal">The editorial boards waste no opportunity to try to destroy our leaders with unfounded innuendos and rumors, such as when they tried to smear Adolfo Carrion with regard to political contributions.<span>  </span>No such efforts were made against the people who controlled the political system for years before Black and Hispanics entered the political arena.</p>        <p style="text-align: justify" class="MsoNormal">When it comes to defending the immigrants, editorial boards have taken every opportunity to denigrate immigrants – they have gone to great lengths to label immigrants as criminals.<span>  </span>The labor unions in this City represent mostly Black and Hispanic workers.<span>  </span>When the labor unions persevere in defense of our people’s rights, the editorial boards are quick to attack the unions and their leaders.<span>  </span>If it were not for the labor leaders, our people would be paid slave wages and be treated as if we were back in the Dark Ages. </p>  <p style="text-align: justify" class="MsoNormal">When it comes to equal share of our government, when we Black and Hispanics started to know and compete within the same political system that they controlled for ages, the editorial boards began to call for reforms.<span>  </span>They knew we were getting too close to competing with them and getting some share of power, so obviously they had to change the system.<span>  </span>For example, when we began electing minority Borough Presidents who became part of the City’s Board of Estimate that used to control the City Budget, the editorial boards called for reform to abolish the Board of Estimate and took away our achievement.</p>      <p style="text-align: justify" class="MsoNormal">When we began electing our own political party County Chairmen who began to select minority judges – the same as County  Chairmen did for ages – the editorial boards called it corruption, called for reform, and said the system had to be changed. </p>  <p style="text-align: justify" class="MsoNormal">Now that we have an Afro-American as the first Senate Majority Leader, the editorial board is calling him incompetent.</p>    <p style="text-align: justify" class="MsoNormal">Watch out - they will soon point their editorial guns at President Barack Obama!</p><p style="text-align: justify" class="MsoNormal">To all this, I say: Make a stand, Malcolm.<span>  </span>Once and for all, send them a message.<span>  </span>Be not afraid of those who have been suffocating and bleeding the life and sucking the blood out of the Black and Hispanic community. What is good for the goose is good for the gander.<span>  </span>They are not in control.<span>  </span>You are.</p>  <br class="clear" />    ]]></content>

    <summary type="html"><![CDATA[<p>A round of applause to the New York Post for today’s editorial Flip-Flopping With Kirsten: “Still, Gillibrand’s metamorphosis has been so swift, and so effortless, that it’s necessary to wonder whether she holds any convictions at all.” </p><p>Like many New Yorkers, I am still trying to understand where our new US Senator will stand tomorrow on any number of today’s issues.  One month ago, her constituents upstate knew her as someone who would stand firm.  In November, they re-elected her because of her positions on issues that mattered to them.  While some apologists excuse her flip-flop as her ability to evolve, many see it as a betrayal.   </p><br class="clear" /><br class="clear" />    ]]></summary>
    <content type="html"><![CDATA[<p>A round of applause to the New York Post for today’s editorial Flip-Flopping With Kirsten: “Still, Gillibrand’s metamorphosis has been so swift, and so effortless, that it’s necessary to wonder whether she holds any convictions at all.” </p><p>Like many New Yorkers, I am still trying to understand where our new US Senator will stand tomorrow on any number of today’s issues.  One month ago, her constituents upstate knew her as someone who would stand firm.  In November, they re-elected her because of her positions on issues that mattered to them.  While some apologists excuse her flip-flop as her ability to evolve, many see it as a betrayal.   </p><p>Kirsten Gillbrand’s constituents  re-elected her for her fiscally conservative roots – now she is in favor of the Federal Stimulus Package.  They re-elected her because or her support of the Constitution’s Second Amendment.  All of her life, she has supported for the rights of gun owners and hunters, to the point where she has earned a 100% lifetime rating with the NRA.  Although she denies that she is changing her stance on guns, we will wait and watch.  </p><p>The selection of Kirsten Gillibrand as Hillary Clinton’s replacement was seen as a slap in the face to New York’s immigrant community and their representatives.  While campaigning in her district as a Member of Congress, Kirsten Gillibrand bragged about her position against immigrants to the point where she was called an anti-immigrant and a xenophobic!  Her immigration record clearly defines her as an opponent of amnesty for illegal immigrants.  Does anyone really expect her to truly lead the path to citizenship for New Yorkers who are illegal immigrants?   </p><p>Her constituents re-elected her because, as a Member of Congress, she maintained opposition to homosexual marriage.  Upon appointment to the US Senate, Kirsten Gillibrand declared her support for gay marriage. </p><p>Senator Gillibrand’s sudden change of heart on core issues have left many wondering, “Is she for real?”  There’s always tomorrow, when, who knows – maybe she will be swayed back to her original positions – or not. </p><p>Although I am a mere State Senator who has yet to have had the privilege of meeting our junior Senator, I would like to put in my two cents and offer the following advice to Senator Gillibrand as she embarks on her new journey to find her real identity. <br /><br />Senator, if you are going to be a leader, lead.  If you stand for certain convictions, maintain them.  It’s better to go down for your convictions than be known as the one who will dance to any music that they play.  Although there is much to admire in politicians who can change their minds because of the circumstances of change, don’t let anyone make you cave in or fold on issues that matter to you.  Don’t be pressured to dance to their music.</p><p>If you don’t keep the promises you make today, no one may trust your word tomorrow.  And that, dear Senator Gillibrand, is a shame, because your word is the only thing you take to your grave. </p><br class="clear" />    ]]></content>

However, every time there is a fiscal issue, we cannot continue to balance the budget on the backs of the Hispanic communities, the African-American communities, and the neediest communities of the State.</p><p>We have always blamed the Republicans for proposing cuts that abuse our communities. Yet, now that we,  Democrats, are in the majority in the State legislature and we have a Democrat in the Governor’s office, how can we continue to direct cuts to our communities and our people when we can confront the economic crisis in other ways. We cannot use the economic crisis as an excuse to continue to harm our communities while protecting the rich.</p><p>There is an immense pressure to decide the issue of leadership in the State Senate so that the Democrats would have the majority of the votes to approve these proposed detrimental cuts.</p><p><strong>I have always been a Democrat. I am still a Democrat. And I will always be a Democrat.</strong></p><p>As a Democrat, I have fought and will continue to fight for more and better services for our senior citizens, low income and affordable housing, and rent control, to protect the needy and the immigrants, along with helping our streets and roads to be safe,  I have been the only Democrat, who, in defense of our children’s education, has asked publicly for the resignation of New York City School Chancellor Joel Klein and New York City Deputy Mayor Dennis Walcott. I have fought for and will continue to bring affordable housing services to my Senatorial District.</p><p>I am also a Minister and a Pastor of an Evangelical Church in the Bronx, as such, I do not support the matrimony of homosexual couples, nor will I support abortion on demand.  Although my Democratic party is fighting to bring homosexual marriage to the State of New York, I am a Democrat who believes in the sanctity of life and the sacredness of marriage.</p><p>I cannot join my Democratic colleagues in the Senate to support the budget cuts proposed by Governor David Paterson – even though he is a Democrat like me – that directly hurt the needy people in our communities, nor will I support any agenda that includes homosexual marriage in the State of New York. </p><p>I pray and hope that you, as my constituent, will understand my positions. Rest assured, that as your State Senator, I will continue to be the strongest advocate for housing, rent control, health care, education, senior services and the overall improvement of our community.</p><p>May God bless you and may the new year bring you health and prosperity.</p><br class="clear" />    ]]></content>

    <summary type="html"><![CDATA[<p class="MsoNormal">By choosing the Reverend Rick Warren to offer the invocation during his Swearing In Ceremony as the 44<sup>th</sup> President of the United   States of America, President-Elect Barack Obama has set an example that many leaders of the Democratic Party should follow.</p>    <p class="MsoNormal">Reverend Rick Warren is the Evangelical Pastor of the Saddleback  Church in Lake   Forest, California.<span>  </span>He is also an opponent of homosexual marriage and the author of the best selling book, “A Life with a Purpose”.</p>    <p class="MsoNormal">President-Elect Obama has been receiving ongoing complaints by leaders of the homosexual community who are furious after finding out that Reverend Warren has been selected, and are asking for Barack Obama to <strong><em><u>dis</u></em></strong>invite Reverend Warren.<span>  </span>He won’t. This is a great example by Barack Obama, and should be taken seriously by the leaders of the Democratic Party. </p><br class="clear" /><br class="clear" />    ]]></summary>

This is a great example by Barack Obama, and should be taken seriously by the leaders of the Democratic Party. </p>    <p class="MsoNormal">Obama has sent a message to the world that “<strong><em>Yes We Can</em></strong>” has a Democratic Party where everyone should be included.<span>  </span>It has been the belief that the Democratic Party is owned exclusively by certain groups, and if you do not believe in or follow the ideology of these groups and their agendas, then you will be a registered outcast.<span>  </span>You will never be invited to official Party activities.<span>  </span>You will not get their support, and they call you names and do everything possible to push you out of the Democratic Party.</p>    <p class="MsoNormal">To some people, if you oppose homosexual marriage and abortion, you are not a Democrat and you are certainly not be invited to deliver an inaugural invocation.<span>  </span>To those people, it does not matter how hard you fight to protect human services by creating job opportunities for your community, bringing low income housing to the poor, fighting against the closing of health services, protecting the immigrants, and opposing the Governor of the State of New York and the Mayor of the City of New York for cutting needed services when they try to balance their budgets on the backs of the poor and less fortunate families and senior citizens.</p>    <p class="MsoNormal">By rejecting the call to dis-invite Reverend Warren and by welcoming him to deliver the inauguration ceremony’s invocation<span>  </span>in Washington, DC, Barack Obama has sent a message of inclusion … that we should be welcome all the time, not only to be used when they want our votes, support and participation in coalitions to benefit others.</p>    <p class="MsoNormal">The time has come for a change.<span>  </span>The Democratic Party should not be a party of only two issues : abortion and homosexual marriage.<span>  </span>Everybody should be accepted : Orthodox Jews, Evangelical Christians, Catholics, Muslims, and those with religious beliefs that oppose abortion and homosexual marriage.<span>  </span>YES WE CAN!</p>    <p class="MsoNormal">Thank you, President-Elect Obama for setting the example.</p>  <br class="clear" />    ]]></content>

    <summary type="html"><![CDATA[<p>I need to state exactly what I told Liz Benjamin from the NY Daily News this past Tuesday evening because some of the important facts that I told her were not reported:</p><p>I told Liz <strike>Smith</strike> Benjamin that the gay community has been jamming my office phone line and making threats to me and my staff.  I told her that I am very angry that my office has received phone calls threatening my life and calling the women on my staff “whores” and “bitches”.  I told her that to add to those names, Ed Koch called us rats.</p><p>I told Liz that the only rat is Ed Koch.  I told her that when he was Mayor and was rejected in my community, the only person who stood by him was this rat, and that now this rat is good no more.  I told her that I am so angry that because of their calls and editorial boards and because of the insulting Koch statement, there is nothing else that they can do to us or say to us, and that they will see what we can do.</p><br class="clear" /><br class="clear" />    ]]></summary>

    <content type="html"><![CDATA[  <p class="MsoNormal">One more time, I need to take the opportunity to express my disagreement with El Diario la Prensa “the champion of the Hispanic community” and its editorial of Sunday, November  30, 2008.</p>    <p class="MsoNormal">In its struggle to motivate the Hispanic people to continue to be Democrats and its commitment to maintain a Democratic majority in the State Senate, El Diario la Prensa has written a negative editorial about the Republican Party.<span>  </span>In its editorial, El Diario la Prensa said,” Last year, when it came to a policy that would have allowed undocumented persons to access a driver’s license, it was mostly Republican fear-mongering that killed that initiative.”</p>    <p class="MsoNormal">El Diario la Prensa is less than forthright by blaming the Republicans for this failed legislation.<span>  </span>The reality of the matter is that we, the Hispanic legislators, came with an agreement with the Democratic Governor Eliot Spitzer and we obtained a commitment from the Governor to issue undocumented immigrants drivers licenses in New York State.</p>    <p class="MsoNormal">Governor Eliot Spitzer, together with all of us legislators, called a news conference to announce this achievement.<span>  </span>After everything was ironed out and after the press conference, it was the Democratic United States Senator Hillary Rodham Clinton who opposed this legislative initiative claiming that because she was running for US President, it would hurt her chances to win.<span>  </span>It was Hillary Clinton and the Democratic Party who were the ones who forced Governor Eliot Spitzer to retract and give an about face to the promise he had given us.</p>    <p class="MsoNormal">It was I, the only Democratic legislator, to criticize the Governor about his retraction – I called him a chicken and a traitor.<span>  </span>I don’t remember El Diario la Prensa ever criticizing the Governor for going back on his word.</p>    <p class="MsoNormal">Therefore, ladies and gentlemen of El Diario la Prensa, our Hispanic community will do better and go forward the day that we hold the Democratic Party accountable to its promise and commitment to us.<span>  </span>After all, it is the Democratic Party who always gets our votes and support – not the Republicans.</p>      <p class="MsoNormal">I am a Democrat.<span>  </span>But I will always tell our people about the ones who hurt us and the ones who always take us for granted.<span>  </span>Yes, ladies and gentlemen of El Diario la Prensa, I am in total disagreement with El Diario la Prensa’s editorial which tries to blame the Republicans for the sins of the Democrats.<span> </span> </p>  <p class="MsoNormal">Furthermore, it is the Democratic Governor David Paterson, the one who is trying to cut the services to our needy and minority communities.<span>  </span>It is David Paterson, a Democratic Governor who is trying to cut services to senior citizens and cut the Medicare for poor people.<span>  </span>He wants to increase tuition for our young people.<span>  </span>He is cutting money for our children’s education in public schools, and it is he who wants to close the hospitals in our communities.<span>  </span>These cuts presented by the Democratic Governor are being supported by State Senator Malcolm Smith who is in line to become the Senate Majority Leader in New York  State.</p>    <p class="MsoNormal">I ask myself, Why is it that El Diario la Prensa hides these facts?<span>  </span>How come El Diario la Prensa does not inform our community about the abuses and this disrespect toward us?<span>  </span>It may be that this happens because they want to see gay marriage become a reality?<span>  </span>I don’t know.<span>  </span>Who knows?</p>  <br class="clear" />    ]]></content>

He would also bring to the 2009 Mayoral race the claim that the New York City Council’s permission to run for a third term is their endorsement of him as New York’s next Mayor.</p><p>New Yorkers need to recall that when Michael Bloomberg came into office without prior elected experience and right after the 9/11 attacks on New York City, we had confidence that a new Mayor could rise to the occasion with the support of the electorate to govern this City.</p><p>Why should we, like frightened children, abandon faith in our democratic system now? Was it not our democratic system that expressed the will of the people when we voted, by referendum in 1993 and in 1996 for term limits? That faith in the democratic ideals should require the term limits to stand as it exists.</p><p>Why should we run – every time there is a crisis – to the sanctuary or comfort of an already elected leader who will stay longer than the democratic process permits – now from an economic crisis?</p><p>Why should we view Mayor Michael Bloomberg as the financial “Savior” of New York City’s economic crisis when these problems have all occurred during the past 7 years – on his watch?</p><p>During his term, Mayor Bloomberg has traveled throughout our nation advocating against smoking and supporting gun control, which is commendable. But, if he is so wise to the ways of the business world and the economy, why have the roots of our nation’s financial turmoil been growing on Wall Street?</p><p>How could this “Savior” of our economy be unable to foresee the economic uncertainty of Fannie Mae and Freddie Mac and the impact it would have on our economy? Surely a man with a plan would have foreseen these problems growing in his own backyard.</p><p>We the people of New York should not have such a timid faith in our own democracy. We should not be drawn into fear tactics that will turn our democracy on its head.</p><p>We need to reaffirm the will of the people – as expressed twice by referendum – and draw from our citizens and our resources to find, select and elect a new Mayor for the year 2009.     <title>My Two Cents In Helping The Governor Solve New York State’s Fiscal Crisis</title>

Herewith, I am adding my two cents and sharing my ideas with the Governor.<br /> <span> </span><br /> As usual, no one wants to go after special interest groups to solve these problems.<span>  </span>The easiest targets, to no one’s surprise nor concern, are funding cuts for Medicaid, higher education, and social services that will have a disproportionate effect on the lives of poor and less fortunate New Yorkers.<br /> <span> </span><br /> Why do we need to target the poor, Black, and Hispanic communities instead of the special interest groups that have lots of money?</p><br class="clear" /><br class="clear" />    ]]></summary>

Herewith, I am adding my two cents and sharing my ideas with the Governor.<br /> <span> </span><br /> As usual, no one wants to go after special interest groups to solve these problems.<span>  </span>The easiest targets, to no one’s surprise nor concern, are funding cuts for Medicaid, higher education, and social services that will have a disproportionate effect on the lives of poor and less fortunate New Yorkers.<br /> <span> </span><br /> Why do we need to target the poor, Black, and Hispanic communities instead of the special interest groups that have lots of money?</p><p class="MsoNormal"> <span> </span>If the Governor really wants to balance the budget and find some money to fill the gaps, I’d like to once again propose the following suggestions.<span>  </span>These cuts will not have a serious impact on the basic needs of less fortunate New Yorkers.<br /> <span> </span><br /> 1)<span>  </span>Untaxed Sales of Cigarettes. Each year New York State foregoes collecting<span>  </span>$500 million on tax-free cigarettes sold on Indian reservations.<span>   </span>Why can’t the Governor cut that support and impose taxes on those cigarettes?<span>  </span>If he does, we will find $500 million and we won’t have to cut health services, college education and hurt the needy.<br /> <span>                                                             </span><br /> 2)<span>  </span>Uncollected<span>  </span>Taxes.<span>  </span>Presently, when people in New York make purchases with credit cards, the credit card companies send the taxes collected and owed to the State back to the merchants,<br /> instead of sending the money directly to the State. These merchants<span>  </span>are supposed to send the taxes to the State, but for various reasons, many businesses only send an estimate or portion, others send<span>  </span>nothing at all, and others declare bankruptcy<span>  </span>- - as a result, New York State’s budget loses $500 -<span>  </span>$600 million of<span>  </span>tax revenue already … collected by credit card companies and owed to the State. Why can’t the Governor force credit card companies to send this money already collected directly to New York State instead of to the merchants?<span>  </span>If he does, we will find millions of dollars and we won’t have to cut health services, college education and hurt the needy.<br /> <span> </span><br /> 3)<span>  </span>Bulk<span>  </span>Purchasing<span>  </span>of<span>  </span>Prescription<span>  </span>Drugs.<span>  </span>Many food pantries across New York State wisely purchase food at bulk rate saving millions of dollars.<span>  </span>Why can’t the Governor propose bulk rate<br /> medication purchases for institutions instead of catering to the pharmaceutical companies?<span>   </span>If he does, we will find millions of dollars and we won’t have to cut health services, college education and hurt the needy.<br /> <span> </span><br /> 4)<span>  </span>Tax Surcharge on Wealthy New Yorkers.<span>  </span>According to the Working Families Party, if the Governor were to propose a tax surcharge on wealthy New Yorkers who make in excess of $10,000 or more per week, and eliminate corporate loopholes, the State can generate 6 to 7 billion dollars in new tax revenue per year.<span>  </span>This will pay for middle-class and working-class tax relief, and keep our transit, school and health systems in decent repair.<span>  </span>If he does this, we will find millions of dollars and we<span>  </span>won’t<span>  </span>have<span>  </span>to<span>  </span>cut health services, college education and hurt the needy.<br /> <span> </span><br /> The State’s budget needs to be balanced, but not on the backs of the poor.</p><p class="MsoNormal">Governor Paterson can take the path of least resistance and find solutions to our fiscal problems by hurting the poor and the needy – many of whom are black and<span>  </span>Hispanic – and taking away basic services they need to survive.</p><p class="MsoNormal">Or - he can attempt to solve our fiscal problems by having the political courage to go after special interest groups, by going after those who already owe, and by going after those who have more than they need.</p><br class="clear" />    ]]></content>

I would like to remind New Yorkers that the due date for all public comments is June 20.</p><p>***<br /><br />June 13, 2008<br /><br />Judy Doesschate, J.D.<br />Director of Board Operations<br />Wadsworth Center<br />New York State Department of Health<br />Empire State Plaza, Box 509<br />Albany, NY 12208-0509<br /><br /><br />Dear Ms. Doesschate:<br /><br />This letter is to express my response to the Empire State Stem Cell Board’s strategic framework that will guide New York State’s $600 Million, 11-year investment in stem cell research.<br /><!--break--><br />The report expresses the intention that New York’s investment in stem cell research will hold the promise of revitalizing and strengthening New York’s biomedical research industry, saving lives, and improving health.  This is a false hope.  The Empire State Stem Cell Board’s draft report discusses a great potential that may come from embryonic stem cells.  To date, there have been no known cures - nor the promise of any cure - from embryonic stem cells. <br /><br />Research in the area of embryonic stem cells is the twenty-first century’s version of alchemy. Medical researchers in this area are pursuing the “gold rush” to create an organ replacement industry to stave off illness and disease. While the practice of alchemy only involved the use of base metals, embryonic stem cell research requires the sacrifice of precious living human fetuses as fodder for their experiments.<br /><br />Embryonic stem cell research is nothing New York State tax dollars should fund and nothing New Yorkers will support if they realize what it entails.  When the world learned about Joseph Mengele’s experiments on Jewish children, the reaction was shock and revulsion. Using abortion clinics as a source of material for embryonic stem cell experimentation fills most New Yorkers with the same kind of revulsion.<br /><br />I strongly recommend that Empire State Stem Cell Board funded research use its resources for adult stem cell research, umbilical cells, and the newly discovered induced pluripotent stem cells - iPS cells - because we know these to be effective.  Non-embryonic stem cell research, which includes adult stem cells, cord blood cells, and iPS cells, is clearly an area of medicine and research that proves capable of aiding the treatment of a growing number of illnesses and diseases which should be funded by our tax dollars.  <br /><br />I cannot and will not support or encourage any Empire State Stem Cell Board research that uses, exploits or destroys embryonic stem cells from aborted children.  It is morally indefensible and fiscally irresponsible to use taxpayer funds for the purposes of cloning or for human stem cell research.  It disgusts me to think that our tax dollars could ever be used to support cloning children for experimentation purposes.  <br /><br />I urge Empire State Stem Cell Board to prohibit research or funding to clone, create or manufacture another human life in a laboratory with the sole purpose of killing him or her to be able to use their cells for experiments.  I urge the Empire State Stem Cell Board to prohibit the use of aborted baby’s body parts for experimentation and research.<br /><br />I urge Empire State Stem Cell Board to build upon the great success of adult stem cell research, and to promote ethical and successful methods.
