This year&#39;s celebration takes on  far greater significance because of the question of status recently reintroduced  to Congress and taking center stage today in many circles spanning all levels of  education, income, lifestyle, creed, gender, and race. You see, we are a  beautiful people, and come in many colors, shapes, sizes, and personalities. We are New York City&#39;s largest  parade, attracting over 2 million persons each year, which also makes it one of  the country&#39;s largest gatherings as well. This year&#39;s celebration takes on  far greater significance because of the question of status recently reintroduced  to Congress and taking center stage today in many circles spanning all levels of  education, income, lifestyle, creed, gender, and race. You see, we are a  beautiful people, and come in many colors, shapes, sizes, and personalities. In <u>Twilight of the Idols</u>, Friedrich Nietzsche wrote, &quot;That which does not  kill us makes us stronger.&quot;</font></p><font face="Verdana" size="2"></font><p><font face="Verdana" size="2">No words ever written can better explain the  life and times of being a Puerto Rican.</font></p><p><font face="Verdana" size="2">Many of you have been egging me on to write a  piece on statehood through blog call-outs, emails, and phone calls. Not to  worry, it&#39;s here. As for why I took so long, all I can say is &quot;<em>Calmate piojo  que el peine llega</em>&quot;.</font></p> <p><font face="Verdana" size="2">Statehood has been a hot issue for all Puerto  Ricans, on the island and throughout our entire Diaspora. I make no secret as to  my standing on this issue, as has been expressed on this blog and pretty much  anyone that gives me five minutes of time. <strong>I am a statehooder</strong>. I make no  apologies for it, and here today I&#39;ll begin to lay out my reasons why. It will  take me 2 or 3 takes, and I fully plan to take my sweet time in writing them. <em> Ma<span>ñ</span>anismo</em> is one of our traits, so expect the  posts when you see them. I promise it won&#39;t be a case of &quot;<em>del dicho al hecho  hay un gran trecho</em>&quot;.</font></p> <p><font face="Verdana" size="2">Before I get into specifics, <em>tenemos que limpiar la casa un  poco</em>--a bit of housekeeping is in order. Fellow blogger, Rock Hackshaw, has  written on the subject of Puerto Rican statehood twice now, as he often reminds  me. Over this and the next few posts, let&#39;s take a look at some of the statements, accusations, and what appears at a  quick glance is an informed opinion, many of which can be summed up with the two  words often used by my mom when I tried to give that day&#39;s explanation for  breaking one of her ceramic animals, destroying a new pair of Catholic school  uniform pants, or stealing a dozen slices of freshly-fried sweet plantains  before my family could eat them: &quot;<em>disparates y tonterias</em>&quot;. A good way to  think of Rock&#39;s essays is &quot;<em>aparecer hasta en la sopa</em>&quot;. </font></p> <p><font face="Verdana" size="2">First, Rock makes a stunning accusation that  deserves highlighting: &quot;Puerto Ricans need to stand up and demand independence.  Only then can they make full decisions over their lives and livelihoods. Only  then would they be fully respected by other Caribbean peoples.&quot;</font></p> <p><font face="Verdana" size="2">Says who? Los XXI Juegos Centroamericanos y del  Caribe (the XXI Central American and Caribbean Games, coincidentally held in  Puerto Rico) just wrapped up yesterday, and los XVI Juegos Panamericanos 2011  (the 16th Pan American Games 2011) both feature the best of the Americas. The  annual West Indian Day Parade features Puerto Rican marches each year. Many  Caribbean folk call Puerto Rico home, enjoying the benefits of living in the  United States without giving up their year-round summer weather. Since when are  we not respected? I&#39;ve searched for some kind of statistic to support Rock&#39;s  remarkable claim and for the life of me, I come up dry. Perhaps someone did un &quot;<em>mal  de ojo</em>&quot; on me, preventing me from finding out some kind of reference that  goes beyond the word on the street, where often these cited references actually  come from.</font></p> <p><font face="Verdana" size="2">As for Rock&#39;s clarion call that we Puerto  Ricans stand up and demand our independence, I say &quot;<em>tranquilo, cojelo con  take it easy</em>&quot;. Are all Caribbean nations truly independent ? Not at  all. There are some, yes. But many others are still part of other nations, for  example, a quick trip to Wikipedia shows that under the British Protectorate are  Antigua and Barbuda, the Bahamas, Belize, Grenada, Jamaica, Saint Kitts and  Nevis, Saint Lucia, and Saint Vincent and the Grenadines. These nations are  autonomous--to an extent. Here&#39;s what Wikipedia says about this:</font></p> <blockquote> 	<p><em><font face="Verdana" size="2">Unlike some of their continental  	European counterparts, the Monarch and her Governors-General in the  	Commonwealth Realms hold significant &quot;reserve&quot; or &quot;prerogative&quot; powers, to  	be wielded in times of extreme emergency or constitutional crises usually to  	uphold parliamentary government. An instance of a Governor General  	exercising his power was during the 1975 Australian constitutional crisis,  	when the Australian Prime Minister of the time, Gough Whitlam, was  	effectively fired from his position. This led to much speculation as to  	whether this use of the Governor General&#39;s reserve powers was appropriate,  	and whether Australia should become a republic.</font></em></p> </blockquote> <p><font face="Verdana" size="2">Luckily Wikipedia had a good reference to put  this in context. Back in 1975 there was the &quot;Constitutional Crisis in  Australia&quot;. Short story: the Queen&#39;s Governor-General stepped in to prevent a  melt-down of government.</font></p> <p><font face="Verdana" size="2">Great Britain also has territories that don&#39;t  fall into the above category, like the British Virgin Islands. Other European  nations still have some hold over the Caribbean, for example, the Netherlands  with Aruba, Curaçao, and Bonaire, and France with Saint Martin. Besides Puerto  Rico, the United States also has St. Thomas, St. Croix, and St. John. There are  others still, but you get the idea: Independence as a definition in the  Caribbean is not a simple thing.</font></p> <p><font face="Verdana" size="2">My point: PLEASE someone tell me when you have  ever read in some kind of academically-collected reference that any of these  places was less respected than the other? The West Indian Day Parade is a good  example that shows the exact opposite, as all these entities, plus their  Spanish-speaking neighbors like Puerto Rico, all enjoy a great and powerful Pan  Americanism that is a testament to how much we share in common versus our  differences.</font></p> <p><font face="Verdana" size="2">But enough of eviscerating Rock&#39;s essay. That  could take another three essays of my own and ultimately digresses from the  point. He meant well, and that&#39;s really all that&#39;s important. Besides, I gotta save some for the next post.<br /></font></p> <p><font face="Verdana" size="2">On to statehood then--in a roundabout way.</font></p> <p><font face="Verdana" size="2">I was born in 1965, in an East New York  hospital no longer standing today, to two parents who met here in <em>la gran  manzana</em>. I was what was known, both affectionately and derogatorily, as a  Nuyorican. First generation Boricuas of that era can fill endless pages of what  that life was like: here in New York City, we were the spics to the whites, and  the porto rocks to the blacks. Many whole or partial summers were spent on<em> la  isla del encanto</em>, where we were called <em>gringos</em>, <em>yanquis</em>, or <em>nuyorique</em><span><em>ños</em>. </span>We lived one foot in each world, never fully a part of either, and the butt  of many jokes and taunts. In short, we were fodder for Rodney Dangerfield  because &quot;we get no respect&quot;.</font></p> <p><font face="Verdana" size="2">This was a confusing world that I and my  generation grew up in. In Puerto Rico you went to the local <em>colmado</em>, here  to the <em>bodega</em>. There you worked in a <em>fabrica</em>, here <em>la</em> <em>factoria</em>.  You ate your <em>almuerzo</em> at noon there, and here you <em>lonchaste</em>. And  of course, today&#39;s event in Puerto Rico was el <em>desfile</em>, here <em>la</em> <em>parada</em>.  Besides that, we had a long list of words unique to New York City that you  didn&#39;t hear on the islands. You went downstairs to el <em>beihmen</em> in the  winter to make sure el <em>estin</em> was on. You took your clothes to wash at <em> el londri</em>.</font></p> <p><font face="Verdana" size="2">Fast forward 45 years later. We Puerto Ricans  have enriched this city that sometimes scorned us and treated us as second class  citizens, the &quot;Puerto Rican Problem&quot; as the New York Times once wrote. We&#39;ve  helped shape city, state, and federal policy, and also helped pave the way for  other Latino groups to enter our city. We gave you your beloved corner Bodega.  We continually give you exciting culture, music, and food. And for  African-Americans, a Puerto Rican gave you a source of pride and heritage in The Arthur Schomburg Center for  Research in Black Culture, named after Arturo Schomburg, one of our many great  historians, writers, and activists. We&#39;ve fought in numerous wars for the US,  with great honor and courage. Many of them were members of my family. Take all  these together and no one can ever accuse of not making significant  contributions to our society and way of life. </font></p> <p><font face="Verdana" size="2">It flies in contrast to the stereotypes of that era, that we were freeloaders of society. </font></p><p><font face="Verdana" size="2">This point plays out in a different way in current times, as  current politics of the state; we (on this blog), the newspapers, TV news  channels, etc. will focus on single entities of Latino descent as though that person is the best we  can do or produce amongst ourselves. It&#39;s a double insult because it also attacks us, like &quot;<em>en el pa<span>ís de los ciegos, el  tuerto es rey</span></em>&quot;.   </font></p> <p><font face="Verdana" size="2">On a broader scale, things are very different  now in the United States since the mid-60&#39;s when I was born. The demographic  shift is pronounced, and experts far and wide have predicted Hispanics to be in  the majority within the next few decades. I haven&#39;t studied those predictions  closely, I admit, so I am not sure if they factor in things like draconian  measures being considered, like those circulating in some southwestern portions of the  USA, declaring children born here of illegal immigrants as not US  citizens. For now, I&#39;ll take the predictions at face value. And that&#39;s my  primary point regarding Puerto Rican Statehood.</font></p> <p><font face="Verdana" size="2">A new argument for Statehood has emerged, one  that didn&#39;t exist during the statehood debate of the 60s-90s:</font></p> <p><font face="Verdana" size="2">If Puerto Rico became a state, it would be the  first Latino state of the union. Wouldn&#39;t that put it at the forefront of  Hispanic issues nationally? Wouldn&#39;t that set the stage for the demographic  predictions of this country? And finally, wouldn&#39;t that be the ultimate irony,  that Puerto Ricans, once the disrespected colony passed from Spain to the US <em> &quot;como una bolsa de papas&quot; </em>was now setting the leadership stage of this  country?</font></p> <p><font face="Verdana" size="2">It&#39;s a deep and complex thought that requires  some thinking through, and should give pause especially to the English-First whackos of  this country. Those of you that believe in this, be very careful: In a few  decades that can easily change to &quot;<em>Espa<span>ñol</span> Primero</em>&quot;,  or better put, &quot;<em>A cada puerco le llega su s</em><span><em>ábado</em>&quot;.  </span></font></p> <p><span><font face="Verdana" size="2">Puerto Rico has a freely  elected governor. We also have a freely elected legislative body and together  handle insular affairs. On the federal side, federal programs and initiatives  operate like any state of the union in terms of application, oversight, and  administration. &quot;<em>si parece un pato y grazna como un pato</em>...&quot; In other  words, Puerto Rico already operates very much like a state. </font></span></p> <p><span><font face="Verdana" size="2">The economic impact of each  scenario needs to be weighed out. Puerto Rico&#39;s economy needs to be developed  properly no matter what the scenario. It has to be something more than  manufacturing, putting millions of people a notch above poverty. Dozens of  brownfields exist all over the island, abandoned, rusted relics of the sugar  industry. Can agriculture be better developed to improve the local economy, if  for no other reason than to feed the island&#39;s residents, who currently have  about 80% of their food imported from elsewhere? Tourism is about 8% of the  island&#39;s economy right now. It&#39;s unlikely that it can be grown much more than  that, but even if it did, to what extent? There&#39;s 4 million people there, and  they can&#39;t all be working for the service industry. One answer to these economic  questions is to try to grow local businesses, maybe through &quot;Main Streets&quot;  types of initiatives. The economy is the key issue in addressing  status, I think. I would like to hear from economists on this issue.</font></span></p> <p><span><font face="Verdana" size="2">As a state, Puerto Rico  would put a huge strain on the federal government because of the EITC. Let&#39;s not  even get into the &quot;serves the United States right&quot; argument and focus solely on  the practicality of so many million dollars now depleting the tax coffers.  What gets done with that money on the island? Most will spend it of course,  which will enrich the local economy, but for how long? </font></span></p> <p><span><font face="Verdana" size="2">I think the easy answer is  to leave things alone. Commonwealth has been working so far, why not leave it?  Take a look at the unemployment numbers, the suffering in the large cities, the  rampant violent crime and drugs, and you have all the answers you need for why  things need to change. Statehood would be the easiest transition of the  different options. It would give a solid congressional delegation real  voting power. It would give the island a position of leadership as Hispanics  continue to grow in population. The claim that it would somehow lesson Puerto  Rico&#39;s respect amongst other Caribbean nations has no basis other than casual  conversations presented as evidence when in fact it&#39;s conjecture. When I write  again on the status issue, I will focus more on the economic impact of statehood  to the island, New York, and the country. </font></span></p> <p><span><font face="Verdana" size="2">But that&#39;s for another time.</font></span></p> <p><font face="Verdana" size="2">For now, I have no doubt that my fellow Puerto  Ricans will figure out what&#39;s best for them whether it be now or beyond my  lifetime. We are a people of great surprises and resourcefulness. </font></p><p><font face="Verdana" size="2">Let&#39;s use a  bit of recent history to illustrate this point: On August 17, 2004, during the Summer Olympics,  Puerto Rico soundly defeated the United States &quot;Dream Team&quot; in Men&#39;s Basketball,  delivering a stunning upset that continues to be referenced in sports today. </font></p> <p><font face="Verdana" size="2">The  lesson here: Never underestimate the Puerto Ricans.</font></p><p>Manny Burgos,<br />Brooklyn, New York<br /><em>&quot;Más vale morir luchando, que vivir muriendo.&quot;</em> </p>  <br class="clear" />    ]]></content>

Let me start with the crime  stats themselves. CompStat reports are available to the public, and they take  only a few seconds to download and another few seconds to read. </font></p> <p><font face="Verdana" size="2">That is the extent of the research done by the  Daily News. </font></p> <p><font face="Verdana" size="2">Using this method, no wonder East New York  continues to stand out as the city&#39;s crime capital, a long-held perception  partially created by the media, and perpetuated either by those that believe  newspapers like the Daily News are really doing their homework when reporting,  or worse, by those that use these negative statistics as a badge of honor, as  though coming from a crime-ridden neighborhood was something to be proud of. </font></p> <p><font face="Verdana" size="2">There are 76 precincts in New York City. It  isn&#39;t hard to take the CompStat reports and sort them by total numbers of each  crime year-to-date, its 2009 year-to-date value for comparative purposes, and  the percentage of increase/decrease, also for comparative purposes. It&#39;s also  not hard to do the same with the grand total for all major crimes (murder, rape,  robbery, felony assault, burglary, grand larceny, and grand larceny auto) for  the precinct year-to-date, show its 2009 year-to-date value, and the percentage  of increase/decrease. To do this all you need is a spreadsheet program and a  little time and patience. Again, so far this is not so hard at all. Download a  document, read it, type some numbers, build in some formulas, and you&#39;re done.</font></p> <p><font face="Verdana" size="2">The Daily News article made a point of calling  out the 75 Precinct&#39;s overall crime number, stating it had increased to 8% (they  rounded it, it&#39;s actually 8.11%). So just on this point alone, let&#39;s see where  the 75 Precinct falls in overall crime when compared to the other precincts of  the city:</font></p> <table border="0" cellspacing="0" cellpadding="0" style="border-collapse: collapse; Surely an examination of the actual numbers of the four  violent crimes will show East New York as dangerous badlands described twice by  the Daily News. </font></p> <p><font face="Verdana" size="2">This is where some extra research is needed.  You&#39;ll need the population for each precinct, and this is hard to figure out  because we are in a census year, and the most reliable source of population data  available to the general public is the 2000 Census. You can make minor  adjustments to this by factoring in housing development data to get a sense of  where the population increased in areas where there was no housing 10 years ago.  This is an estimate only and won&#39;t greatly affect results because to compare  crime correctly you really need to do it on a per capita basis. In other words,  take each precinct&#39;s population and divide by 100,000, then divide the  individual crime&#39;s statistic by the adjusted population value.</font></p> <p><font face="Verdana" size="2">SPECIAL NOTE: to do this analysis correctly,  you&#39;ll need to correct something on the CompStat reports. CompStat doesn&#39;t  handle zeros all that well. For example, if you have 2 murders in 2010 and had  none in 2009, you&#39;ll see ***.** on the CompStat report. If you plug the  numbers into Excel you get the dreaded #DIV/0!. Oddly enough, Excel won&#39;t give  you the #DIV/0! if you have 0 murders in 2010 but had 2 in 2009. It will show a  100% decrease in murders. So those of you that plan on tracking crime stats on  your own, remember to make adjustments for this.</font></p> <p><font face="Verdana" size="2">When the CompStat numbers are adjusted on a per  capita basis, a very different story reveals itself: there are parts of the city  that have significantly more crimes per hundred thousand people. This startling  fact is not just for the 2010 year-to-date crimes but goes back decades. To  demonstrate this point, I took a look at the same violent crimes of 1995,  adjusted per capita, here is what I got for the borough of Brooklyn. </font></p> <p><font face="Verdana" size="2">Homicides, per capita. And on that  subject, for those residents of the East New York community our census numbers  have a lot to do with crime reporting and other types data that are tracked on a  per capita basis. An undercount drives the per capita crimes up, not down. This  hurts us more than people realize.</font></p> <p><font face="Verdana" size="2">A valid argument can be made about examining  crime stats strictly on a per capita basis. For example, Central Park  technically has no residents, yet what about the homeless population living  there? How do you take into account many parts of Manhattan and other  communities around the city that have significant transient populations either  for work, recreation, or that seek various government services? What then is the  most accurate way to report crime stats? I don&#39;t know, but what is certain is  that using CompStat at face value is misleading and unfair.</font></p> <p><font face="Verdana" size="2">Back to the Daily News article. When a major  daily newspaper produces a puff piece about crime, making inflammatory,  uncorroborated statements like, &quot;...when it comes to crime, East New York  continues to be a world apart from the borough and the rest of the city&quot;, it may  be sloppy or lazy reporting, filler to show contrast against the &quot;great and  safe&quot; communities elsewhere in the city. But when a major daily newspaper does  two pieces like this in under six months, it is irresponsible, and the community  has a right to ask if the paper is trying to make news, instead of report on it.</font></p> <p><font face="Verdana" size="2">No one in East New York doubts we still have  major crime issues. Inspector Maddrey, the commanding officer of the 75 Precinct  was featured in the Daily News and spoke of the ever-growing gang problem here.  The Inspector should know, since he makes it a point to know every community  representative and leader and knows where all the crime hot spots are, as well  as frequently attending community meetings in person. The 75 Precinct has had a  string of excellent commanding officers, but I&#39;ve never seen this level of  engagement. I hope it catches on citywide. East New York is also fortunate to  have two Weed &amp; Seed programs up and running, as well as a very active precinct  community council. Other neighborhood groups, like the Zone 2 Advisory Board,  numerous tenant and block associations, and other groups of people continue to  come together and work to fight crime and improve quality of life. </font></p> <p><font face="Verdana" size="2">See, that&#39;s where the <u><strong>real</strong></u> story  is. East New York has had for many years many concerned citizens that come  together to work towards a better community and they share in taking credit for  the significant crime decreases of the past 20 years. We also enjoy life through  things like street fairs, block parties, neighborhood events and fairs, and so  much more. Our cultural diversity has dramatically increased and is evident  throughout our different retail strips. All this and more...and you&#39;d never know  it though if you relied strictly on newspapers like the Daily News, quick to  print the latest body count of East New York, but no where to be seen during the  many positive celebrations of community life that we share here. It&#39;s one thing  to report major crimes that occur here--that is a media outlet&#39;s responsibility  and should be done in a fair and balanced way--but when a newspaper throws a few  quickly-had bits of data up, then adds in quotes from citizens to make it appear  that there&#39;s is a community-wide trend, then something&#39;s wrong.</font></p> <p><font face="Verdana" size="2">When the January 2010 Daily News piece ran I  did a blog post calling attention to that story&#39;s inaccuracies. I also gave  readers advice on how to handle situations like this. Some asked me to send my  posting to the editorial board of the Daily News. Some will probably ask me to  do so again with this post, especially because it&#39;s more detailed. My question  is: why bother? An editor already saw it. And in the case of the second Daily  News article, it was a Daily News Bureau Chief that wrote it. I can think of  better things to do with a stamp, paper and envelope.</font></p> <p><font face="Verdana" size="2">The right way to combat these types of articles  is that when a media outlet does this, bring that article to the attention of  the advertisers of the community it features. Make sure you ask that business  owner: Why are you spending thousands of dollars for ads in a paper that is  trying to chase your customers away? Let me reiterate that it&#39;s one thing to  engage in fair and balanced reporting of all communities, but it&#39;s another thing  altogether to keep singling out a neighborhood with incomplete data and trying  to create news. If you&#39;re talking to the business owner him/herself, the dots  will connect quickly. </font></p> <p><font face="Verdana" size="2">Blogs do more than allow people to share their  opinions and knowledge on various subjects; they also help to keep the media in  check through fact checking. I encourage you to do your own fact checking using  the sources I listed above and help keep communities like East New York from  being further maligned. I look forward to your comments. I&#39;m angry about being a Puerto Rican living in New York, wishing often that I was on the island, trying to make a difference. I&#39;m angry that so much of the island lives in a state of poverty that&#39;s over double the rate of Mississippi, currently the state with the highest percentage of people living below the national poverty line. I&#39;m angry that in 2008 my mom, who returned to her birthplace in late 2007, was able to vote in the 2008 presidential primary yet could not vote in the general election. I&#39;m also angry that the island&#39;s economy was never developed when it could have been but was instead turned over to major corporations. I&#39;m angry that at one point Puerto Rico had three dozen military bases. </p><p>I could fill two more paragraphs talking about my anger, but at the end of the day, the island remains a Commonwealth/Freely Associated State.</p><p>My anger is tempered by the fact that when I have time and money my first choice for vacation is Puerto Rico, where I do my very best to explore new places, eating new food dishes, meeting new people, and reconnecting with the island in a way that can only be called mystical. And like any good Puerto Rican, I always clap when the plane lands at Luis Munoz Marin Airport, a tradition amongst Puerto Ricans spanning decades. When I visit I avoid the urban sprawl that would make you think you were traveling on Anywhere USA, and put my dollars into the local economy.</p><p>And when I return to Brooklyn and talk about my great times spent on the island, someone always asks me to show him/her what Puerto Rican money looks like, or any number of questions like that, reminding me how many people don&#39;t know that Puerto Rico is a part of the United States. </p><p>On February 12, 2008, during a democratic presidential primary that saw candidates fighting tooth and nail for every possible delegate, came the &quot;Letter from Barack Obama to Puerto Rico&quot;. Just a few highlights:</p><p>&quot;Puerto Rico is a vitally important part of our country and Puerto Ricans have made immeasurable contributions to the United States. As President of the United States, I will pay close attention to issues that have an impact on the well-being of the people of Puerto Rico.&quot;</p><p>&quot;Puerto Rico&#39;s status must be based on the principle of self-detennination. Puerto Rico has a proud history, an extraordinary culture, its own traditions, customs and language, and a distinct identity.&quot;</p><p>&quot;I strongly believe in equality before the law for all American citizens.&quot;</p><p>&quot;I will also work closely with the government of Puerto Rico, its private sector and labor leaders to advance an aggressive agenda of job creation, economic development and new prosperity.&quot;</p><p>When I read the full text of the letter, I was amazed. We had a potential candidate that &quot;got it&quot;. He recgonized that Puerto Ricans had made contributions to American life, that we had a right to self-determination, and that &quot;being Puerto Rican&quot; was a way of life in and of itself. This candidate, a constitutional scholar, recognized that the full rights of citizenship was something that Puerto Ricans were not enjoying, and was recognizing that the pervasive poverty that had gripped the island for decades needed to be addressed by the United States, since Puerto Rico was part of it.</p><p>I am pro-statehood, and always have been, a surprise to many because of how vocal I am about the injustices perpetrated on Puerto Ricans by the United States these past 112 years. Do I wish the island to be a soverign state? In a perfect world, sure, and in a perfect world I think most Puerto Ricans would too. But the world is far from perfect, as is true with our country. Reality needs to give way to the dream of people like Eugenio Maria De Hostos, Pedro Albizu Campos, and so many others. </p><p>The issue of Statehood for Puerto Ricans is complicated. A few examples:</p><p><strong>Taxes. </strong>They may not vote for President, but they also don&#39;t pay federal income tax, but since so many Puerto Ricans live below the poverty line, the amount of money payable to them in E.I.T.C. would be in the hundreds of millions, significantly topping Mississippi. I won&#39;t kid you: sometimes I think of the EITC as a form of reparations, in a &quot;poetic justice&quot; kind of way. That&#39;s another story altogether.</p><p><strong>Spanish.</strong> I for one have never understood this argument. The best I have heard is that it would save the government money because it would not have produce materials in both English and Spanish. It usually takes me some time to stop laughing when I hear this, but after I compose myself I remind myself that, quite possibly in my lifetime (if I take my vitatmins), the same argument might be made...but in reverse, as Latinos are set to become the most populous group in the United States. El zapato might be on the other foot! My opinion on this is that commerce should be the voice of reason here, as I know I would learn to speak in <strong>Klingon </strong>if it meant a new customer for my home business.</p><p><strong>Partisanship.</strong> Voter turnout in PR is known to be the highest in the free-voting societies of the world, but its political parties are not Democrat or Republican, but instead based on the island&#39;s status. If PR became a state, what would happen to the Popular Democratic Party? The New Progressive Party? Others? Would they retain their names but ally themselves with the major parties of the US? How permanent would these alliances be? What would make or break them?</p><p><strong>Civics and Politics. </strong>As a state, the full constitution of the USA would now apply to Puerto Ricans, giving them two US senators and a pretty nice delegation in the House of Representatives because of its population of about 4 million. Consider the partisan issue and you see how complicated this gets. Who will they caucus with? What will their agenda be? Up to now, we&#39;ve had numerous Latino elected officials around the country, but this is <strong>very </strong>different: this would be a <strong>Latino state</strong>. I can&#39;t help but wonder what this will do to inspire other Latino leaders around the country, and for that matter, the entire world.</p><p><strong>And my favorite: the 51st State.</strong> This is perhaps the stupidist argument I have ever heard, and is a repeat of the late 1950s when Alaska and Hawaii were being considered for statehood. There&#39;s plenty of room on the flag for one more star. I&#39;ll tell you one industry that won&#39;t complain: flag makers. They&#39;ll do sales that will rival post-9-11. </p><p>The above is meant to be a personal essay and to provoke some dialog on Puerto Rican status. I sure hope I got my facts straight. There&#39;s so much history to go through, so if I confused a fact or figure, my apologies. I&#39;ll gladly accept your critique.  But here are the questions that I would like readers to comment on:</p><p>1. Do you think the issue of status will ever be resolved for Puerto Rico? If so, what status will that be? Why?</p><p>If statehood is your choice:</p><p>1.Will the EITC issue damage the US economy, or can a plan be put in place to encourage islanders to use it to invest in their local economies, beyond simply spending it? </p><p>2. Why or why not does Spanish matter? </p><p>3. The island uses the Metric System, except in automobiles, (and PR has the highest percentage of car ownership, not California, a mind-boggling statistic when you consider the poverty level on the island). Should the island be allowed to maintain its use of Metric?</p><p>4. Thoughts on partisanship, civics, politics? The new congressional delegation? Changes to the cafeteria menu on Capitol Hill (just kidding)? </p><p>5. Other points that should be talked about? Questions that you want answered? </p><p>The issue of Puerto Rican status is far more complex than presented here, and besides that, it affects other Spanish-speaking nations as well, but I kept it basic to attract more Latino readers and contributors to Room 8. You&#39;d be surprised at how many of us don&#39;t know our history (I own <strong>dozens </strong>books on the subject of PR and I am still learning my history!). As for these new contributors, I hope they&#39;re the full spectrum of Latinos: <span class="medium_text"><span>Puertorriqueños. </span></span>Dominicanos. Cubanos. Mexicanos. Colombianos. Ecuadorianos. Peruanos. Venezolanos. Uruguayos. Paraguayos. Argentinos. Bolivianos. Panameños. Costarricenses. Salvadoreños. Hondureños. Nicaragüenses. Chilenos. Brasileños tambien. And let&#39;s not forget those that are a mix and match of the above and/or something else. </p><p>There are thousands of other Latinos like me that are bilingual yet prefer English. There&#39;s no shame in that, and we should not feel the need to prove ourselves in Spanish.     <content type="html"><![CDATA[<p>This week I read an article in Tuesday&#39;s Daily News titled, <a href="http://www.nydailynews.com/ny_local/brooklyn/2010/01/12/2010-01-12_numbers_show_brooklyn_is_safer_than_its_been_in_years_but_residents_still_afraid.html" target="_blank">&quot;<strong>Numbers show Brooklyn is safer than it&#39;s been in years, but residents still afraid of crime</strong></a>&quot;.</p><p>I have to say the article really bothered me a lot because it singles out the 75 Precinct and East New York. I live in the area covered by the 75th Precinct for 40+ years, and I&#39;ve seen similar articles like this over the years, so while not surprising, it still bothers me all the same.</p><p>First some background info: </p><ul><li>The area covered by the 75th Precinct is huge compared to others around the borough and the city. If you want a graphical representation of this, <a href="http://brooklyn.com/modules.php?name=Police" target="_blank"><strong>click here</strong></a>.</li><li>It&#39;s 5.4 sq. miles, and the little that is undeveloped is quickly getting new homes (I am referring to the Gateway project, near the Gateway Center strip mall).</li><li>Large parts of the area have a serious vertical landscape, from Starrett City to several NYCHA developments, Lincoln Plaza, and others. </li><li>The 75 Precinct and Brooklyn Community District 5 are near identical in boundaries. For wanna-be statisticians like me, this helps a lot. </li><li>We have several major entry/egress points from outside the community--The Jackie Robinson Parkway, the Belt Parkway, Conduit Avenue, Atlantic Avenue, Pennsylvania Avenue and Linden Blvd. </li><li>Since 1990, the area covered by this precinct has seen a huge increase in population. By the mid 80s, East NY had lost 20% of its housing stock. You could walk for several blocks with not a single home obstructing your view in some cases. Fast forward to 2010 and you&#39;ll see that vacant land is scarce and there are thousands of new homes all under 20 years old. </li></ul><p>The above points only tell part of the story however. Perhaps the most important untold story is a continuation of the last bullet point. Now that the vacant land has been reclaimed for housing, there are as many as 25,000 new residents in the neighborhood. So, with a substantial population increase, the precinct has shown an overall drop in crime of 75% in 20 years.</p><p>You simply can&#39;t base crime by precinct when their populations vary so greatly. When you make that adjustment, you will see that the 75 Precinct comes in around 4th or 5th place in Brooklyn. So much for being &quot;a world apart from the borough and the rest of the city&quot; as the article states. But I digress...The population numbers are based on Census data, sampling, etc. East NY is a severely undercounted neighborhood in any census, so it&#39;s possible that the true rank is even lower once you make even conservative adjustments for this.</p><p>It&#39;s important to remember that although I know much of the above by heart, I also went online and timed my fact-checking, not just to make sure I knew what I am writing about, but also to see just how long it would have taken a reporter to find the same info. It took me all of 35 minutes, using a variety of websites (Google, nyc.gov, and some others).</p><p>A year and a half ago New York Magazine did a good job with a graphical representation of the above point on crime relative to precinct populations. <a href="http://nymag.com/news/features/crime/2008/42608/" target="_blank"><strong>Click here to view it </strong></a>and be sure to go to the PDF version, page 2, which shows the 75 Precinct. What&#39;s <strong> important</strong> to consider is that New York Magazine used <strong>Census 2000</strong> data, so keep in mind that although it used <strong>2007 crime stats</strong>, the population in 2000 is <strong>way lower</strong> than it was in 2007.  </p><p>It is so easy to paint my neighborhood&#39;s precinct with a wide brush as the wild west of East Brooklyn. And believe me, I don&#39;t kid myself that we still have very serious crime issues here in ENY. BUT...Reporters need to stop being <strong>lazy </strong>when they write articles about ENY. We have our challenges, but there&#39;s so much more to ENY than just a set of crime stats:</p><ul><li>We are a community with two Weed &amp; Seed initiatives, one new and one 15 years old, both working to fight crime, solve problems, and partner with law enforcement, prosecutors, residents, merchants, clergy, and neighborhood groups. </li><li>ENY laid the groundwork for the Community Safety Initiative, a collaboration between the precinct and community that had a significant impact on violent crime. This program, pioneered and tested in ENY, now exists in over a dozen cities, and has influenced Weed &amp; Seed programs all over the country. What&#39;s most important to remember is that it happened <strong>here </strong>first.  </li><li>We have a commanding officer at our precinct that makes it a point to personally attend community meetings in the area, and also comes out to public events of all kinds. It is not unusual to see Inspector Maddrey working 7 days a week, morning, afternoon, and night. He is responsive to the community, courteous, respectful, and compassionate. He truly cares about our well-being. </li><li>The Brooklyn DA has a long list of programs serving ENY that focus on preventing the creation of a new offender, or giving a 2nd chance to someone who may have made a misstep (this is not to say they are unwilling to prosecute those that are a danger to our community). DA Hynes&#39; representatives also attend and participate in every meeting and event.</li></ul><p>Back in 1996, 1998, and 2000, we did a lot of &quot;quality of life&quot; and &quot;perceptions of fear and crime&quot; surveying in ENY, in partnership with the 75 Precinct. In 2009, I worked on similar surveying in the area at the behest of Assemblyman Darryl Towns (FYI: I now work for him full-time as his communications director). In 1996, 33% of respondents said they feel safe walking around the neighborhood. In 2009, 47% said they feel safe. Even when you factor in margin of error, etc. this is still a pretty steep increase (even more when you add in the numbers for &quot;somewhat safe&quot;). Some of the other questions don&#39;t match up exactly but the overall results are the same: people are starting to feel better about living in the area covered by the 75 Precinct.</p><p>One of ENY&#39;s greatest challenges has been addressing negative perceptions of crime. The greatest contributor to those negative perceptions is the media. As long as reporters (tv and newspaper) continue to report only negative news about our area or worse, distort facts (like the Daily News did this week), we will continue to be perceived as the Wild West of the city.</p><p>The reporter in the Daily News article quotes a few residents whose concerns are to be taken seriously and not undervalued in any way. But the reporter takes those soundbites and presents them as though this was the feeling of the whole neighborhood, because his title (&quot;...residents still afraid of crime&quot;) can mean 2 or 20,000 people. How did he go about asking the question? How many people did he ask? Was he fair and balanced or did he provide lead-ins? The article doesn&#39;t say anything about his method for making the blanket determination. </p><p>So here&#39;s a special 6-point message directed to the residents of ENY, Cypress Hills, Spring Creek, City Line and Starrett City: </p><p><strong>COMPLAIN</strong>. When a newspaper runs a puff piece like the Daily News did this week, write to the editors but more importantly, page through the paper and see who is advertising inside. If any of the local businesses or chain stores with locations in ENY have ads, call them. Let the advertisers know that the very paper they are giving their money to is writing articles that are keeping its readers away from their stores. Believe me, you&#39;ll get their attention, and they will get the attention of their sales rep at the newspaper.</p><p><strong>SUPPORT YOUR COMMUNITY WITH YOUR DOLLARS</strong>. We may not have Starbucks like many corners of Manhattan, but I can still get a great cup of coffee on Fulton Street (much better if you ask me). Our pizza shops can go one-on-one with the best shops in the Zagat guides, as most local residents will tell you. I can buy some great clothes in City Line sparing myself the headache of going to over to Macys. And I&#39;m always hunting for home goods at the shops along New Lots Avenue. This point is important because more people shopping our community&#39;s stores helps people feel safer because of the crowds. It gives jobs to local residents, especially to young adults, and keeps dollars in the community.</p><p><strong>GET INVOLVED</strong>. If you&#39;re a reader of this blog, then chances are you&#39;re already involved, but if not, get to a community meeting. We need you. For newbies and those already involved in community gatherings, try this at your next meeting: Don&#39;t just bring up what&#39;s going wrong in the area, bring up what&#39;s going right. It can impact how other attendees feel about the area if they hear about what went right.</p><p><strong>SPREAD THE WORD</strong>. Good community-based communications is essential to fighting negative media. It&#39;s very important to let your neighbors know about the successes that go on here every day. For example, the block association that works closely with the police to chase out a drug dealer is worth talking about at the laundromat, beauty parlor, and barber shop. We also have a few community newspapers--call or email them and give them positive stories to write about. Community newspapers do a better job of reporting positive news, so be sure to support their advertisers--and when you do, tell the store owner why you gave them your money. Sometimes just a single comment is enough to keep that business adverising in a publication. </p><p><strong>ATTRACT VISITORS</strong>. lots of East New Yorkers are online now, over 70% of households. There are many websites that report on leisure activities, like local restaurants. Write reviews on these establishments so people outside the community can give us business and see for themselves that they don&#39;t need to rent Kevlar vests before visiting. But there&#39;s more you can do online. There are websites and blogs about life in ENY, such as the ENY farms and arts in ENY, amongst others. Visit them and support them. We need to take charge of how people write about us online in every way possible if we are going to fight negative media and lingering perceptions of ENY. </p><p><strong>BE PROUD</strong>. If you grew up here, went to school here, and lived through the tough times and good times, be proud. When people ask you about how it&#39;s possible that you turned out like you did despite everything you lived through, (politely) tell that person to go to hell. You can only be who you are <u><strong>because</strong></u> of your experiences here, not in spite of. </p><p>As I stated above, we still have a long way to go, and I am not implying that we don&#39;t have some serious problems to work on here in ENY. If that&#39;s what you&#39;re thinking then you&#39;re missing the point. Many of us--police, residents, businesses, clergy, community groups, elected officials, service providers--have fought and won many victories. We should be proud of what we&#39;ve accomplished in a short amount of time. </p><p>1990 through 2010: As someone that lived and worked through the worst years, the differences between then and now are dramatic. Today we as voters have an opportunity to elect a new mayor, but, perhaps more importantly, show why we are a democracy. I can only speak for myself, so here are the many reasons why I am voting for Bill Thompson, and also my reasons why I will not, now or ever again, vote for Mike Bloomberg.</span></p>    <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">1. Term Limits <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">This blog, many newspapers, and other commentators, writers, TV shows etc. have written about this issue at length, so I&#39;ll write only about a lost point in the term limits argument: The Mayor purposely ran out the clock last year regarding a ballot initiative. There was plenty of time for this to get on the ballot, and what a great ballot it would have been on: The 2009 Presidential Election. <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">Normally, a presidential election always draws the highest turnout of the 4-year election cycle. But last year&#39;s was more significant because not only did it draw large numbers to the polls, but it had done what few other elections in recent history have done: it motivated numerous people of many ages to register and vote for the first time in their adult lives. Imagine how extra special last year&#39;s election would have been if these same voters got a say, a real say, in the way we elect our municipal representatives. Mayor Bloomberg denied these new voters a chance to have a say in the matter of term limits. <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">And to add insult to injury, in a year when we really needed the mayoral election to focus on more pressing, day-to-day issues like unemployment and the collapse of the economy; homelessness; true checks and balances with the Dept of Education and obliteration of parental rights in schools; police abuse of civil rights; abuse of eminent domain; and so much more...here we are harping most on this issue. This is not to say that the terms limits issue is less important, but when I see people struggling to make ends meet, that can&#39;t get their children enrolled in school until a MONTH after classes begin, that are desperate to find work, their 401Ks destroyed, and on and on and on…and here we are talking about term limits. <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">So for diminishing last year&#39;s historic elections and for making voters have to focus on something that should have been a non-issue, I am voting for Bill Thompson. <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">2. Campaign Spending <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">It really is a total abuse of the system when a candidate can spend this $100 million. During the second debate the mayor called on Comptroller Thompson to give money back to certain contributors. While many focused on Thompson I thought about how just how easy it was for the Mayor to say this. I don’t have a problem with the Mayor or any candidate self-financing a campaign, but I do have a problem when a candidate won’t accept contributions from supporters. Maybe I am in the minority here, but contributions are a way to gauge the support of a candidate. It’s why there are minimum, not just maximum, thresholds in the Campaign Finance rules of the CFB. If the mayor had allowed for people to willingly contribute to his campaign, and if he accepted the same spending limits as his opponents, I do believe we would see an incumbent get trounced tomorrow, and if not, at least no one would argue that this election is anything but about money. <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">The $100 million doesn’t include his other spending, how he found his own special loophole in NY State’s election laws by buying support through insane amounts of money given or donated to nonprofits, churches, media outlets (more on media later) and other candidates in other cities, effectively buying their participation, support and endorsements. We are now seeing long-time staunch supporters of the Democratic Party turn their back on the party that, over time, was at the forefront for fighting for their own rights to be who they are and do business as they see fit. For all our shortcomings as Democrats, we have accomplished much over time in regards to many of the freedoms some of us now accept as part of our daily lives. <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">All for a lousy, quick buck. <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">Each of these organizations, elected officials, clergy, and business owners will have to learn to live with themselves so I won’t pass judgment, but for every one of them that thinks their constituents, clients, parishioners, and employees are better off for their actions, I can’t help thinking of the old saying, “the road to hell is paved with good intentions.” <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">So here was the mayor asking the Comptroller to give the money back. It would have sounded far better if the Mayor had taken contributions so people could gauge his true support, or at least capped his spending to the approved spending limits set by the CFB. So for all the above, I will not vote for Mike Bloomberg, and because Bill Thompson stuck it out, raised money, and in doing so put himself through the rigors of campaign finance rules, again I say I will vote for Bill Thompson. <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">3. Buying the Media Off <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">The history of the media’s role in the current election may never get the proper attention because much of the media has been compromised, and for some like myself even the little trust that I once had is now shattered. It will be up to good government groups, case writers, students, and uncompromised academics to write the history of today and help future generations learn from the current state of affairs in municipal government. <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">At the time that the three major daily newspapers met with Bloomberg to secure their endorsement for overturning term limits, an important bit of news was simultaneously happening: Newspapers, as an industry, were in deep trouble, and in cities all around the country, they were going under, and this was occurring even in the “good” years of our economy. Many blame this on the Internet, others blame it on newspapers trying to fit their existing models into emerging technologies. Heck, if they had their way, this blog would probably not exists because they weren’t too happy about that either (who do we think we are?). <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">But the media is a business, and as a business it must turn a profit or at least break even to survive. So here we have a billionaire that twice before has shown willingness to spend insane amounts of money on ad buys, and at the same time the media looking at the sea of red on their balance sheets and future projects. Do people really believe they backed up Bloomberg’s plan to overturn term limits because it was the right thing to do? And is it any mere coincidence that, just as the election season is winding down that NY Times is announcing massive layoffs in their staff? Could it be that the big ad bucks they were getting for about a year now were no longer going to be arriving in barrels, so they couldn’t afford to keep these people? <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">This is all speculation, and I have no real proof that this happened, but based on what I have read in these same papers, who needs proof? <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">You have the Daily News writing articles about unscientific polls—yet drawing conclusions and opinions as though their work was indeed done by the best of pollsters, all to make the point that Thompson is unknown (I could have done the same thing but come up with the same number of people that have never heard about or care about Mike Bloomberg, as long as we are being admittedly unscientific). <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">Or the NY Times writing an article about the Thompson’s campaign being disorganized or undisciplined, while at the same time pretty much admitting that comparing the Thompson campaign to the Bloomberg campaign is like comparing apples to oranges. <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">Or the NY Post’s article today that tries to just hint at Thompson being an anti-Semite. <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">The newspapers reported on former mayor Giuliani’s inflammatory (but predictable) comments about former mayor Dinkins, shamelessly picking at scars to make them bleed again—but where was the real outrage by the editors of the three dailies to pressure Bloomberg to renounce Giuliani’s comments? <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">These reporters tried to create news through innuendo and conjecture, instead of reporting it, and I will never believe it’s because they had a real choice to do so. Their paycheck depended on it and that of all their colleagues. <span> </span>Bloomberg knew these media outlets had little choice but to go along with his plans if they wanted to buy themselves another year of existence, but little choice is better than no choice. So, for how he ripped apart the public’s trust in the media to report real news, I will never vote for Mike Bloomberg. <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">As for why I would vote for Thompson because of the above: I think of the NY Times article that tries to paint the Thompson campaign as a bunch of amateurs and then think of myself. I know what it’s like to struggle at trying to get things right, and meaning well but sometimes being disorganized, rough around the edges, and not dotting every “i&quot; or crossing every “t”. I know what it’s like to pair up with others like me who share the same struggles, and I find that when I team up with them, we together accomplish much, and maybe we don’t do our thing with the same panache as others, but then again who says we don’t? Why exist and work based on the standards created by others? <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">The Bloomberg campaign has no passion. I’ll take the stumblers over the skaters any day of the week. Thompson has always been a guy I can sit down with, have a beer, and let my hair down (figuratively speaking of course). After 16 years of mayors that I cannot identify with on any level, I need someone that can really get me. <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">4. Political Parties <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">Mayor Bloomberg has long wanted to end political party lines on ballots. He, once a democrat, became a registered republican, then to become an independent. If he is truly independent, why not take that line on the ballot? Could it be that it would be much further down the ballot than the republican line? <br /></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: Verdana">Bloomberg is running on the republican line and that means, for me, that he has abandoned the democratic party, the same party that made history a year ago. Understand that I am not ashamed of being a democrat, but I can be ashamed at some that represent my party (and by the same token, can equally be ashamed of republicans without being ashamed that I have friends and family that are republicans). Mike Bloomberg essentially bought the republican line when he had a choice to run as a true independent, so democrats should treat him as a republican. Am I too black &amp; white on this issue? Yes, and that’s fine by me. I will vote for Thompson because he’s a democrat, and this is a great time to be a democrat and vote democrat (and that includes a vote for John Lui as Comptroller and Bill DeBlasio for Public Advocate). The 2nd ad also quotes his still-controversial comment: &quot;You know, some days I get so frustrated I just want to go up to the closest white person and say, &#39;You can&#39;t understand this, it&#39;s a black thing,&#39; and then slap him, just for my mental health.&quot; <a href="http://www.rarearts.com/42nd/barron-ad3.pdf"><strong>Click here to download this ad</strong></a>.</p><p>By the way, FED UP NEW YORK (pull up <a href="/blog/mary_alice_miller"><strong>Mary Alice Miller&#39;s blog</strong></a> for more details), a group commited to addressing the shameless overturning of 2 voter referrendums on term limits <strong><a href="http://www.evergreeneditions.com/publication/?i=22341">created 3 groups for councilmembers they take issue with</a></strong>. Barron falls in Group B: Councilmembers that voted NO for overturning term limits, then decided to run for a third term anyway. There are only 3 in this group in total.</p><p>Barron does stand out in this group for good reason: An anonymous posting about a Charles &amp; Inez television appearance  on NY1 was accurate. He did speak about &quot;Operation Power&quot; and mentioned Paul Washington by name as the person who would run in this year&#39;s council election. Mr. Washington did do some fundraising as per the CFB website. The same anonymous poster questions what happened, particularly because Barron&#39;s private sector buisness is the leadership development company, &quot;Dynamics of Leadership&quot;. Isn&#39;t it fair to question the councilman on his ability to develop new leadership?</p><p>Another item I researched from that posting regarding his position on term limits. Didn&#39;t Barron <a href="http://cityroom.blogs.nytimes.com/2008/10/07/barron-wont-seek-a-3rd-term-on-council/#more-4199"><strong>state publicly to the New York Times</strong></a>:</p><p>“&#39;A lot of my colleagues’ perspective on this is self-serving,&#39; he said. &#39;Many of them don’t know where to go after this. Some can run for offices where they have a shot of winning. But many of them don’t have another place to go politically.&#39;” </p><p>Given that Barron has run for Congress, Mayor, Borough President, and Council (and some at the same time), how does the above statement play when applied to him? </p><p>One follow-up question to the above that I haven&#39;t seen asked and answered yet (and I would have asked it at the Candidate&#39;s Forum had I remembered to):</p><p>If reelected, will you commit to a full 4 year term?</p><p>Special elections cost a small fortune, and last I checked, the city budget is strained as it is. </p><p>Another issue that I haven&#39;t seen come up: Barron&#39;s support of known human rights violator Robert Mugabe, who <a href="http://www.observer.com/2008/politics/barron-defends-robert-mugabe"><strong>Barron continues to praise as recently as last year</strong></a>. </p><p>These are all valid questions and points to raise by voters when making their choice on Tuesday. </p><p>Manny Burgos,<br />Brooklyn, New York<br /><em>&quot;Más vale morir luchando, que vivir  muriendo.&quot;</em> </p><br class="clear" />    ]]></content>

I don&#39;t feel one bit sorry for him being ridiculed this way considering how he berated one of his opponents during his closing statement in the aforementioned forum, attacking the opponent personally. Unfortunately my audio recording runs out before just before the closing statements (my recorder&#39;s battery died). Up to that point, the event was mostly civil and calm. </p><p>It&#39;s a rare thing to see attack ads like this in local races around East Brooklyn. This one was produced on good paper, with good copy and graphics. I don&#39;t know if it went out to prime voters only or beyond that, but I do know that many people in and out the district are pleased that the news is getting out about his discretionary fund deliverables--or lack of. </p><p>Does this cross a line in campaign ads? Does the ability to bring in big discretionary funds to a district make for a good councilman? I wrote about this in response to a previous post and will paraphrase here:</p><p>1. Why hasn&#39;t the mayor laid out his plan for helping the economy recover right now? What is he planning on doing over the next 13 months of his term to help the local economy besides cutting city agency budgets?</p><p>2. What exactly will the council do right now to help the economy, both citywide and in their respective districts? 2/3 have 13 months left, but all are up for reelection next year. What were they doing the past 7 years to improve their local economies strategically in ways that would withstand the long-predicted economic downturn? </p><p>3. Why is an extension of term limits (that uses the economy as the basis) even being considered without presenting the public with the answers to the above questions? </p><p>So far, no convincing argument has been presented on the subject of the city&#39;s economy by either the mayor or the council.</p><p>It seems to me that since the economy is the basis of the mayor&#39;s argument, this is what needs to be picked apart.</p><p>My guess is that the argument won&#39;t hold up, leaving the true intentions exposed to the public: they just don&#39;t want to give up their jobs.</p><p>The Journal should be commended for putting this issue in perspective for voters, ECONOMIC perspective, and doing its part to educate readers on the mayor&#39;s history of fiscal management to date.</p><p>Let&#39;s make sure we ask the right questions over the next couple of days and not put all the focus on voter referendum vs.  legislative action. Lauder and others made the economic downturn the basis of their argument. Show them that this really has no basis (ESPECIALLY for the council members).</p><p>Room 8 readers: Do any council members have a decent track record on helping their district&#39;s economy? (and by the way, that&#39;s not a pot shot at social workers; I love them and they do much-needed work)</p><p>Fast forward a few years and as I read literature and speak to candidates running for district leader, it seems that a lot hasn&#39;t changed. So as my first non-comment blog post on Room 8, I thought I would share some of my thoughts about how to pick a district leader, and hope others will contribute to my list and share it with others. FULL DISCLOSURE: I originally compiled a version of this list for the Democratic Club of North Brooklyn. I altered it to be non-party specific so it can have broader use. </p><p>WHAT IS A DISTRICT LEADER?</p><p>The District Leader is an un-paid elected official who performs a valuable set of duties on behalf of his or her political party.  Each district gets to elect two district leaders, one male and one female, with the same responsibilities. The district leader serves a two-year term. </p><p>WHAT ARE THE DUTIES OF THE DISTRICT LEADER?</p><ul><li>Hires poll workers and election inspectors for the primary elections every September and the general elections in November.</li><li>Attends party meetings and events on behalf of the district</li><li>Listens to the registered party members of the district to learn what issues are affecting their quality of life, such as housing, employment, education, environment, and crime</li><li>Organizes meetings and events in the district to give registered party members a strong, unified voice</li><li>Works closely with the district’s city, state, and federal elected officials from the party to insure that the voices of the district’s party members are heard</li><li>Provides support to elect party members to public <br />office in the district</li><li>Is an information resource to the district’s voters in numerous ways including poll site locations, election results, and general information about candidates representing the party</li></ul><p>WHAT QUALITIES AND RESOURCES DOES A DISTRICT LEADER NEED?<br /><br />A district leader knows his or her district, including, but not limited to:</p><ul><li>Boundaries of the district</li><li>Polling sites for election day</li><li>Voter turnouts from past elections</li><li>Current elected officials serving the district, regardless of party affiliation<br /></li><li>Government resources such as police, fire, EMS, and sanitation</li><li>Social service, community and economic development resources</li><li>Neighborhood associations; community boards</li><li>Schools, from Pre-K to colleges or satellite college sites and other educational programs </li></ul>WHAT ELSE MAKES A GOOD DISTRICT LEADER? <br /><br />He or she:<br /><ul><li>Enjoys working with people and has excellent organizational skills</li><li>Knows how to listen to the concerns of the district and takes the information to elected officials on the city, state, and federal level</li><li>Brings back information from city, state, and federal elected officials to let the party members of the district know their concerns are being listened to and being acted on</li><li>Believes in the party’s principals and is committed to electing party candidates in each election</li><li>Attends meetings in the district and on behalf of the district</li><li>Is visible in the community and easy to reach by the average voter in the district</li><li>Can raise money for the party especially to support GOTV activities</li><li>Knows how to spread the ideals of the party and conduct activities to recruit new members</li></ul>WHAT QUESTIONS SHOULD I ASK SOMEONE RUNNING FOR DISTRICT LEADER?<br /><br />Here are some of the most important ones to ask:<br /><ul><li>How well known are you in the district?</li><li>Are you accessible to answer my questions? </li><li>What is your relationship with current party members elected to city, state, and federal positions here in the district?</li><li>Do you have any endorsements from these elected officials?</li><li>Do you have experience in hiring and training poll workers?</li><li>What do you know about the district’s registered voters? Its polling sites? Past election results?</li><li>Do you have the time, energy, and know-how to organize the party members of the district? What experience do you have doing this?</li><li>How would you go about gathering information from district party members and delivering the info to current elected officials serving the district?</li><li>What do you know about accessing the district’s social services? Schools and PTAs? Police, Fire, EMS and Sanitation supervisors? Community Boards? Neighborhood associations?</li><li>Are you familiar with the party’s principals, and how they relate to party members here in the district?</li><li>Can you raise money for the party and what is your past experience in doing so?</li></ul><p>WHY DON&#39;T I SEE &quot;DISTRICT LEADER&quot; ON THE BALLOT IN THE PRIMARY OR GENERAL ELECTION? </p><p>For starters, the term district leader is a nickname.
