The 40th: We Have a FrontrunnerIn the wide-open, multi-way race to replace Yvette Clarke, it seems safe to say at this point that Matthieu Eugene is the frontrunner. Eugene is apparently the only Haitian candidate in the balkanized race, after the withdrawal of Ferdinand Zizi, and he now has Yvette Clarke's backing. But you really know he's the frontrunner when the negative press releases start rolling in. Here's today's: January 28, 2007 Toney campaign dubs Mathieu Eugene an imported candidate Brooklyn, NEW YORK: Today Congresswoman Yvette D. Clarke officially endorsed Mathieu Eugene, candidate for the New York City Council 40th District Special Election on February 20. Mathieu Eugene does not live in the 40th Council District. As indicated in his Nominating Petition, the Kings County Democratic Voter's Roll lists Mathieu Eugene as residing at 1420 East 87th Street, Brooklyn , NY 11236 . This location is in the Canarsie section of Brooklyn, miles outside of the District. Mathieu Eugene therefore has a moral and political obligation to explain his candidacy in the context of his refusal to live in the very community he seeks to represent, and among the voters he been attempting to deceive into believing that he is a resident of their community. His imported candidacy seems to justify suspicions that his candidature is not based on the interest of the voters of our 40th Council District, but on opportunistic motives and political self interest. Hence, the voters must seriously question Mathieu Eugene's independence and the circumstances of his candidacy which suggest a tendency to be led rather than emerge as a leader. Ambassador Joel Toney stands in contrast to Mathieu Eugene. He is a strong leader and an 18 year resident of the District, with deep roots in our community. He is a 15 year member of Community Board 14, and Co-Chair of the Environment Committee. He oversaw the redevelopment of all playgrounds and parks. He fought for, and helped, establish the Flatbush Caton Merchants' Mart. This facility accommodates over 60 small business owners and has boosted business development and job opportunities in our community. Unlike Mathieu Eugene, Ambassador Joel Toney needs no crash course on the 40th District. He has lived in the District in Flatbush for 18 years, and is an executive of the Ditmas Park West Neighborhood Association. His children attended public school in this very community. Joel Toney knows every neighborhood in the District and understands their issues. He will fight to make our local issues the City's top priority. As Ambassador to the United Nations, Joel Toney worked with representatives of 156 nations to build coalitions and form consensus. He will therefore be a leader who will draw on his expertise and experience to unite the diverse communities of the 40 th District. # # # Toney is correct.
I am a lifelong resident of this district. I was born and raised here. Most of the candidates running I don't know them. They have no connection to this district. These are the ones I know. I have known Joel Toney from his membership on Community Board 14. I know Rickey Tulloch and wellington Sharpe from their membership on Community Board 17. Jesse hamilton I know from School Board 17, He was president once. The others are carpetbaggers and should be rejected.

Ben, Are you smoking something strong or are you on Yvette Clarke's payroll? Matthieu Eugene a frontronner? And Joel Toney a challenger? Neither of these two guys will be among the top 4. And that is if they even make the ballot.
If Joel Toney would actually show up to a Community Board meeting from time to time, he would definitely have the right to brag about being on that board--but he has one of the highest absentee rates of any Community Board member, and only began showing up regularly after Yvette won the congressional race.
I agree. While I am not the most excited about long term residents who think they have some right to the seat, at least the candidates should reside in the district. It defies logic to have a candidate who lives in another district to proclaim that they know our issues.

Ben, Joel Toney is a bitter old man because his long time friend Una and Yvette dumped him. He wanted their backing so very bad and now he had to loan himself $ 9500 to stay in the race. Now regadring Matheiu he loaned himself $ 35000, what does that say about his so called community support?

Jennifer James doesn't live in the district and has no community record other than working on one campaign, Yvette Clarke's. Who lives in the District then?
So out of 13 candidates or 12 or whatever which ones have community roots? Shiffman actually lives there and Hamilton represents alot of the district via his election to District Leadership he won back in Sept. Not sure who else has much of a claim.
Lord Have Mercy!!!! This may be the worst field of candidates in the history of New York City elections. Is there any way we can just leave the seat empty? Looks like we would definitely be better off that way. It'd been de facto empty since 1992 and no real harm's been done
The only CANDIDATE that I know who definitely lives in the district and has done positive things is LEITHLAND RICKIE TULLOCH. He was the one who initiated and galvanized the Community Board 17 to pursue Contextual Zoning, tried to internationalize Church and Nostrand Avenues (CO-NAMING OF CHURCH AVENUE TO BOB MARLEY BOULEVARD and Nostrand Avenue to Toussaint L'Ouverture Boulevard) and revitalized the main commercial corridors. I know because I have attended some of the meetings when these proposals were outlined. Lord Gawd Almighty. Big up Rickie Tulloch, everybody. It's about time Brooklyn had a Councilman who knows how to re-name streets. Can we have one for James Brown. And one for the Mighty Sparrow, and Diana Ross, and Bette Midler.
Sharpe owns two homes, one of which is in the 40th and which had been hs long term family residence. The Schectady Ave property is a reecent purchase to which he re-registered. His ties to the district are significant, including his service on CB 17, and as its Parks comm Chairperson. He is associated with a number of other neighbrohood groups including the Midwood Lions and the Caribbean American Chamber of Commerce. He is also the Chairman of the Community Advisory Board of Brooklyn Hospital and a member of the same for Kings County Hospital. Some of the others have legit community ties as well...Tulloch, Toney. Jennifer James has no ties to this district but for the fact that she has been a paid campaign worker for the former Councilwoman. I would think voters will see thru that. Euene is a nice affable fellow who lives in the heart of Canarsie. Other than being the paid Exec Dir of a City funded dyouth group, he has n ties to this district ...but he is the candidat lest likely to pose a Congressional threat to the incumbent. Zenobia McNally also has legit community ties, tho she is a wholly owned subsidieary of the Owens operation. Handicao this as a 3 way cointest between the well organized and supported Sharpe, Clarke's backed Eugene for no ther reason than she is supporting him and propping up his effort, and James, who is well financed and supported by the Harlem establishmnet....as if that should matter in Central brooklyn---tho it does. Ben, youare kind of off here....tho not WAY off. Yesterday I went to the OTB on Flatbush Avenue in the 40th District. In the first race I bet on a nice-looking "maiden" horse that had run 10 times and never won. The beast ran 3rd. . He ran his record up to 11 losses. In the third race I put the rest of my 20 dollar bankroll on a "first-time starter" a beautiful filly who had never even run before. She ran last. I threw my Racing Form in the garbage and left, counting the nickels and dimes to buy a subway token. Old Rules. Never bet on a horse with NO experience. Resident expert. I would like to correct you on one thing about Dr. Eugene. He has ties to the district dispite whether he lives in the community or not. He did start a youth group on his own. There are plenty of youths in the 40th district that have benefitted and whose lives have changed because of Dr. Eugene. I honor and respect someone like Dr. Eugene who has brought or done something positive that has helped our community than those who have lived here for years and really have made no contribution. As for those who are running and live in the district what could they say that they have actually done except take up a chair at meetings or become a chairperson. Should not Harry Shiffman be considered one of the frontrunners? After all if there are upteen candidates in the race and he pulls in 99.9 percent of the orthodox jewish vote and most of the white vote overrall and there is no runoff.....
Joel did not loan himself $9500. That is a blatant lie! His money was raised honestly and will receive matching funds. Another thing, Joel is on the ballot and will do much better than anyone of you think. There is a huge Vincentian community in that district. Joel will do well among the caucasians in that district. In fact, a lot of them have pledged their support for him. He will surprise many of you. Oy -vey -- the first candidate who turned up at my home in Fiske Terrace to get petititon signatures was Harry Shiffman. Being the [hopeless] white ethnic liberal that I am ("I spit the lukewarm from my mouth" - New Testament), and in respect of the ethnic diversity in the community, I didn't want to sign for the first white candidate to show up since I knew little about him and had no idea at the time as to who else was running who may have been more qualified..(I did vote for Yvette Clarke in the Congressional run which will doubtless garner me more opprobrium from others, go figure).. Now it sounds like Harry S may have been the only legitimate candidate based on his actual residency..THis promises to be quite a race...! Hope to make it to Tompkins Church tonite for the forum...this should be a doozy...thanks for the intensive coverage and blogging..
Toney a bitter old man? The Clarke's screwed him and he took the high road, then later put out a legitimate press release about a proven carpet-bagger. Completely appropriate. He lives in Ditmas Park West, in the 40th. Check the map.
I expect Joel Toney to win the seat. He's a trooper and knows how to campaign. The endorsement of Eugene by the one term congresswoman won't matter.
So someone besides Joel Toney expects that he'll win the seat! If he does, when they time comes to appoint members to the Community Boards I certainly hope that his apointees will have better attendance records than his abysmal one.
If the issue is Community Board attendance, both Dr Eugene and Mo Razvi who's not even a board member have better records than the "Ambassador" Toney had a minute role in the Parade Grounds and the Caton Market despite his claims and is not an influential board member.
Today's NY Times has an article focusing on Dr Eugene which again indicates that the voters will vote for the candidate from their own Island. This is not a soccer game where you root for the home team, but a race for NEW YORK CITY council. Shouldn't we vote for the candidate best able to represent our interests based on qualifications and stands on the issues rather than country or origin?

And why is a former UN ambassador from a small island running for NYC Council anyway? And where is all this money for posters and mailings coming from? Special interests?

The order of finish will be: Shiffman Ravzi Eugene Sharpe Mcnally James Toney I hear that those of you who criticize candidtate Joel Toney for his poor attendance and Community Board 14 meetings will be proven wong. From what I understand he made a rare appearance at the Februrary public hearings and brought along 2 aides and a camera crew to record the historic event to prove you critics wrong. It should be noted that none of the land use items were in the 40th district. Does the fact that he has 2 aides and a camera crew up his standing? I see that Joel Toney has joined Wellington Sharpe in the illegal posting of campaign posters on street lights which is a clear violation of sanitation law. Join me in calling 311 to report each location so that these law breakers will be fined the $125 for each sign found and removed by sanitation. With their vast fund raising and matching City funds they are well able to pay the fines if the break the law.
I find it interesting that people are calling McNalley"wholly owned" by the Owens faction. So far Chris Owens has stayed neutral and Major endorsed Jesse Hamiliton. So it sounds like some people have no idea what they are talking about. And for the record I like several of the candidates, including Zenobia.
