How People's Ears Get MarkedSo, People, Inc. Big social services organization covering Buffalo and Western NY. Presumably, doers of good things. But, so too is Buffalo's Everywoman Opportunity Center (doers of good things, that is). Their self-sufficiency calculator for low-income New Yorkers, has proven itself financially useful and incredibly worthy. Problem is, People Inc. is slated to receive some serious funding via the 2007 Labor HHS appropriations bill - while the Everywoman Opportunity Center (as just one example) is not. That discrepancy alone might explain why neither of Buffalo's Congressional Representatives jumped at the opportunity to take credit for People Inc.'s two pending grants: one for $75,000, for an integrated Alzheimer's and dementia respite care demonstration project, and the other for $350,000, for electronic health records. "Capitol Partners, Inc has met with Congressman Higgins and staff several times. Capitol Partners represents a host of Buffalo area organizations, including the City of Buffalo, Medaille College, and People Inc. (and others)."
"As I stated before, it is impossible for me to comment on the success or failure of funding for People Inc. until the bill actually passes (office policy is not to announce funding until the yeas and neas are officially counted)-- we're sensitive to the fact that until a vote is taken, nothing is for certain."

Does anybody believe the idea that Democrats want funding to go to non-profits developed in the Great Society era, and Republicans want funding to go to "faith-based" organizations, has anything to do with differing views of what is good for the poor? Or has anything to do with the poor, period? I don't. Cranky, I didn't know that issue was up for discussion. No one in the government even talks about poor people very much anymore. I know the proposal to hike the minimum wage hike was defeated recently and a meanspirited and a nasty economist from the Weekly Standard celebrated on the CBS News website. I still can't get over how much the Republicans hate poor people. I was shocked when the Republicans mandated and funded a special audit of the earned income tax credit in the '90s. They were shameless about making poor people take a day off from work and hauling them down to the IRS to so they could justify their very existence. At about the same time, I spent six weeks working in the mailroom of an IRS Center for $7 an hour during tax season to get an idea about how the IRS was run and help me decide if I could work there. As a former CFO whose company had been audited twice by the IRS, I was appalled at how little the IRS agents I dealt knew about auditing books. They couldn't have audited their way out of a paper bag, let alone uncover sophisticated tax schemes. I was willing to take a big pay cut to help the IRS becasue I knew I'd be better at catching tax cheats than but after I snooped in the director's mail and read about a bonus plan based on standard deviations, I knew the IRS was way too bureaucratic for me to ever be effective. Of course, the tax cheats all knew from the get-go about how ineffective the IRS had become and Congress kept the IRS chronically underfunded to make sure it stayed ineffective. Where was the outrage from the economist at the Weekly Standard when a KPMG partner recently got arrested for setting up an illegal shelter to help his clients evade paying taxes on $11 billion in income? This story is hardly the whistleblowing dossier it aims to be. Campaign contributions on behalf of lobbyists are products of basic Washington etiquette. Just go to the library and read any citizen's guide to lobbying. Lobbyists often get access to lawmakers by attending fundraisers that require contributions. If you pay money to get hired guns in Washington, you're going to see more results than an organization with no Washington presence. You've got to spend money to make money. Also, lobbyists and interest groups frequently write the language of favorable legislation. They are the most knowlegable about their group's function and the specific language that would expand their services. Congressional staffers are extremely busy people and don't have time to write everything. I was searching for information about the history of the earned income tax credit and found David Cay Johnston's Pulitzer prize winning story about the IRS published by the New York Times in April 2000. online. David Cay Johnstonalso is the author of an excellent and readable book about the IRS and our tax system. I never pass up reading a story by David Johnston nor should anyone concerned about good government. Without a fair and efficient tax system, there is no good government. Even if your eyes glaze over at just the thought of reading about the IRS and taxes, stick with ""IRS More Likely to Audit the Poor and Not the Rich". A few excerpts: "The I.R.S. audited 1.36 percent of all tax returns filed by people making less than $25,000 last year, compared with 1.15 percent of returns filed by those making $100,000 or more. Since 1988, audit rates for the poor have increased by a third, from 1.03 percent, while falling 90 percent for the wealthiest Americans, from 11.4 percent.. "But there has been no reason to reduce audits of corporations and the self-employed, which fell to record low levels last year because Congress did not authorize funds to keep up with the increased number of such taxpayers. These taxpayers received less scrutiny even though the General Accounting Office, the investigative arm of Congress, said in 1997 that they are more likely than the working poor to pay less in taxes than they owe... The intensified focus on low-income taxpayers resulted from pressure on the I.R.S. beginning in 1995. Newt Gingrich, who was then House speaker, and other Republican Congressional leaders were concerned about misuse of the earned income tax credit, a program that allows the working poor, especially those with children, to receive money from the government through a form of negative income tax....Much of the decline in enforcement is because of shrinking staff and complex new rules enacted by Congress in the I.R.S. Restructuring and Reform Act of 1998...And the permanent I.R.S. staff is the same size now as in 1983,even though the total number of tax returns has increased one-third and the number of complex returns by high-income individuals has grown even more... Last week, asking a House subcommittee to support a 9 percent increase in his budget, Mr. Rossotti said that "we're really risking the entire tax system" by continually slashing audit rates... To identify tax cheating by high-income taxpayers and those with complex returns the I.R.S. relies on face-to-face audits by highly trained revenue agents. The number of such audits fell sharply again last year. But since 1995 Congress has barred new studies to measure taxpayer compliance by the I.R.S. " In 1996, I knew all on my own that the IRS was in trouble and the situation has only gotten worse since then. If I were running the IRS, I'd spend lot of money to advertise the 10% reward of taxes recovered for turning in a tax cheat and I'd streamline the process. Gargano, Vice-Chairman of the New York Port Authority and president of The Empire State Development Corp., that I turned him and the Cornerstone Group into the IRS. I didn't try to claim a reward but I should have. The Cornerstone Group was real estate development company in Martin County FL owned by Matio Posillico. Posillico, of course, is Gargano's business partner and one of the principals of J. D. Posillico (as I'm sure Charlie still is). J. D. Posillico and other Posillico-owned ventures probaby have more than a billion dollars of business with New York State and the NY-NJ Port Authority in the last fifiteen years. You used to be able to easily view the property transactions of the Cornerstone Group in the Martin County property records online. Now you have to dig a bit. The County Clerk's database also has Cornerstone records online. I know all of the big names from Suffolk County so it was pretty easy for me to follow them. Charlie, for example, bought a piece of property in 1992 from the Cornerstone Group for $170k and then sold it back to the Cornerstone Group for $90k in 1997. Does that sound legit? I think it was George Benedict, owner of a rehab center in Suffolk, who bought four lots for $75k each and then sold three of them back to the Cornerstone Group for $15k each. Benedict, who gets Nassau and Sufolk County funding for running rehab programs, previously was involved in a shady bankruptcy in New Hampshire, IIRC. Sal Avellino, Carmine's brother, was another "investor" who lost money. I visited the websites of each organization and reviewed the 2004 990s filed by People Inc. and Everywoman Oportunity Center. The 990s are available are the Foundation Center's 990 Finder.
I don't why you would compare these two particular organizations to each other. In 2004, People Inc.'s revenue was $73 million and it spent $64 million to provide housing and other services to developmentally disabled people.
In 2004, Everywoman had revenue of $1.7 million and spent $1.8 million to provide job placement and career counseling services to displaced homemakers and other disadvantaged women.
I'm not sure why you characterize People Inc. as "presumably" doing good work. Nor do I understand why you consider Everywoman's Self-Assessment Calculator to be "incredibly worthy".
The Self-Assessment Calculator is a software tool to help Erie County social service agencies assess the elgibility of their clients for financial and other assistance. Three-hour training classes are provided by Buffalo State College. Everywoman's contribution to the Self-Assessment Calculator "program" appears to be hosting access to the Calculator software on its website.
Everywoman incurred annual lobbying expenses of approximately $9.5k from 2000 to 2004. The lobbyist was not identified in the 990.
It certainly appears that People Inc.'s return on a small investment in lobbying expense of less than $10k paid off to the tune of $435k.
But if I were looking for the really big dollars in government corruption, I'd be looking at how People Inc. increased government funding from $42 million in 1999 to $68 million in 2004.
I'd also be looking at HUD grants for the purchase of land and buildings which totaled at least $13 million between 2002 and 2004. Corruption at HUD is almost a given in any administration. I'd be interested in who's selling property to People Inc., too.
I suspect that People Inc. is veering into the landlord business.
Here's another reason why:
In 2002, People Inc. provided room, board and protective services to 200 clients at a cost of $23.3 million.
In 2003, People Inc. provided room, board and protective services to 475 clients at a cost of $25.8 million.
In 2004, People Inc. provided room, board and protective services to 536 clients at a cost of $28.4 million.
I don't why People Inc. could provide services to 275 more clients in 2003 than it did in 2002 and only incur a 10% increase in expense of $2.2 million.
I do know from the 990s that service revenue increased from $48 million in 2002 to $53.2 million in 2003 and then to $59 million in 2004.
I don't anything about developmentally disabled people in Buffalo. Was there a substantial increase in the number of developmentally disabled people in Buffalo? Did another facility close? Or were housing eligiblity standards revised? If so, how and by whom?
The Sunshine Earmark Project is fun but has limited usefulness because the real reason for an earmark may not be as straightforward as it appears on the surface. The People Inc. earmark, for example, may be part of a bigger pro quid arrangement involving HHS and members of the Bush administration. The lobbying fees could simply be a standard transaction fee for processing the earmark.
The Sunshine Project is also limited in terms of identifying where the big federal money is going. $500 million in HHS earmarks is a drop in the bucket compared to other federal spending. I'm thinking the Defense Department and the Department of Homeland Security in particular.
