“No new taxes,” was Senate Democratic Conference Leader John Sampson's response to a question regarding the state's budget reduction negotiations.
“We are holding the ground on midyear school cuts. We are trying to mitigate or minimize the cuts to health care. We are looking at things we are trying to cut across the board with respect to agencies,” said Sampson, and “also making a sweep of those authorities that have additional capital and monies in those areas.”
Sampson explained, “What we are trying to basically do – our conference – is make sure that New York's citizens can't deal with any more new fees, no more new taxes. We can't absorb any midyear school cuts because that could disrupt. But most of all, by causing that disruption, we might be causing an increase in property tax. We have to get property tax under control and we need to give some sort of rebate or some sort of circuit breaker to those who have sustained insurmountable amounts of real property tax.”
Regarding the types of budget cuts, Sampson said, “Some are recurring; some are one time cuts. We have to understand our economic forecast is worse for next year. but at the same time, hopefully, with the stimulus kicking in, at that point in time there will be some sort of revenue that we can be able to use to fill some of those gaps, so we can replace monies in those areas we have been cutting.”
Sampson is including the allocation of federal stimulus dollars specifically for state deficits this year, and “We are preparing to allocate for next year.”
