The two houses of the state legislature have tried, to differing degrees, to make the documents revealing their discretionary spending hard to process, as the Times Union reported.

A tech-savvy reader, however, put quite a lot of efford into converting the Assembly's data (which was already somewhat more usable) in a lovely, clean, easily manipulated Excel file covering the fiscal years 2003-2004 to 2006-2007.
