Rudy wasn't proven wrong. The feds can't FORCE this to happen. However, they can threaten all sorts of things (audits, criminal/civil investigations, etc.), and "encourage" BP to "do the right thing" (much like the mob).

The “political posturing" that Rudy disparaged worked and BP was forced to do what Obama wanted. Rudy, once again, showed he is often wrong but never in doubt.
