New York Missing Out On Millions In Pollution Penalties
Green Watchdog Calls On Governor to Fix Budget Proposal, Make Polluters Pay

ALBANY, NY (01/12/2009; 1043)(readMedia)-- Environmental Advocates of New York is calling on Governor David Paterson to amend his budget proposal and stop giving some of the state's biggest polluters a free ride. The Governor's Executive Budget for 2009-2010 fails to update the fees polluters are required to pay on regulated air contaminants, such as sulfur dioxide and nitrous oxides, or move the burden of paying these fees from New York taxpayers to polluters, as mandated by federal law. And as highlighted in the recent report, $aving Green: Addressing New York's Fiscal Crisis & Protecting the Environment, tax breaks for dirty bunker fuel cost the state millions of dollars during the past several years. Making polluters pick up the tab for these polluters could save the state tens of millions of dollars next year-money that could be used to protect the state's primary environmental agency from staff cuts that will endanger New York's air quality and drinking water.

I track state and local government developments throughout the US for the municipal bond industry. So in the course of my work, I've pretty much seen it all--everything from Kwame Fitzpatrick texting his way into a Michigan jail cell to the disappearance of the San Diego pension fund to corrupt Alabama politicians run amok with derivatives.  As such, I've always been skeptically intrigued with the Brennan Center's determination that New York owns the most dysfunctional government in the US. But, until now, I just never got around to pursuing the nuts and bolts of how it came to that infamous conclusion.

Municipal Bonds--World's Largest Ponzi Scheme? (Plus, Yankees debacle)

Are municipal bonds the world's largest Ponzi scheme? Is 2009 the year that it all comes crashing down, as cities and states default? (Do they have any choice?)

Muncipals bonds, in theory, are perfectly legitimate. However, as municipalities became addicted to debt and unwilling to raise taxes, selling off the distant future to pay for the present and near future sounded pretty good to politicians. This all brings us to creatures like the MTA, needing new bonds to pay off the old bonds. Forget about transportation, its stated purpose.

Two recent articles are about the New York Yankees' misuse of municipal bonds, and one article in Saturday's NY Times deserves a look.
